9775 Senior Community Development Specialist II – Program Manager
The Homeownership and Below Market Rate Program Manager leads a team that is responsible for the implementation of San Francisco planning code and a variety of other governing programs to create and distribute Below Market Rate units and provide technical assistance to developers. The program manager provides technical assistance regarding particularly complex or sophisticated programmatic issues that lead to rental and ownership housing placement.
MOHCD’s Homeownership and Below Market Rate (HBMR) Programs
MOHCD is organized into three divisions –HBMR, Housing Development, and Community Development. HBMR programs work within all divisions to inform policy and deliver affordable housing to the low- and moderate-income communities it is intended to serve. HBMR focuses on creating and implementing housing policies that deliver safe, stable, and sustainable affordable housing. We are recognized nationally for our implementation of inclusionary programs and innovative affordable housing lottery preference programs that deliver hundreds of affordable ownership and rental units, each year. We are stewards of the City’s precious affordable housing resources and ensure that they are delivered to the intended households. Our diverse staff and leadership work together to:
- Create thriving neighborhoods, celebrate diverse cultures and build intergenerational wealth through MOHCD policies, programs and practices by working in partnership with the City’s communities, organizations and the people that have been most harmed by racial inequity.
- Guide and coordinate citywide housing policies under direction of the Mayor and through collaboration with the Board of Supervisors and other City departments.
- Administer a diverse set of programs to develop new homeownership opportunities for low to middle income households in this high-cost city.
- Monitor the long-term affordability and physical viability of the City’s Inclusionary homeownership and downpayment assistance loan recipient portfolio of over 4,000 homeownership units to ensure that these valuable assets are being used by those in most need.
- Incubate new programs, initiatives, and mixed income housing developments that further our housing production and preservation activities.
- Conduct program evaluation and research to document housing needs and trends and communicate accomplishments to elected officials, collaborating partners, and the public at large.
Under the direct supervision of senior leadership, the Program Manager performs difficult and highly complex program planning and implementation work in the area of homeownership and rental finance and develops and implements training opportunities for all internal BMR staff and external partners. The position is responsible for implementing procedures to assure compliance with applicable laws and regulations and works collaboratively with additional program managers to build business systems that meet the needs of those seeking assistance for their first home purchase or to access affordable rental housing through the City’s affordable housing lottery systems. MOHCD is looking for a seasoned affordable housing professional.
1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
3. Possession of a Master�s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
DESIRABLE QUALIFICATIONS:
- Demonstrated experience in affordable housing program administration
- Strong knowledge and expertise with new construction housing development
- Ability to assess policies and procedures and implement programmatic improvements for the benefit of those we serve.
- Experience in a leadership role working with governmental regulators, community based organizations, and financial institutions.
- Commitment to San Francisco and specifically MOHCD’s racial equity goals.
- Commitment to the goal of increasing and preserving the stock of well-designed housing affordable to low and very low-income persons and households in San Francisco.
- Ability to effectively and sensitively communicate, both orally and in writing, and to work with a broad variety of people and agencies including developers, HOA property managers, leasing agents, property owners, housing seekers, community organizations, and loan officers.
- Demonstrated experience with staff supervision
- Demonstrated proficiency in Excel and other Microsoft Suite programs and other data management systems such as Salesforce.
- Familiarity with housing program oversight and monitoring, including federal, state and City requirements applicable to MOHCD programs.
- Ability to work with minimum supervision in a team environment, to meet deadlines and to manage highly detailed work with accuracy.
- Ability to interpret City code, contracts, and other legal documents;
- Ability to collaborate with other MOHCD staff on a variety of housing policy and program enhancements.
