The following are the duties of this position at the full working level.
Plans, organizes, and carries through to completion broad, long-term analytical studies and projects requiring analysis of effectiveness, efficiency, and productivity of substantive, mission-oriented programs.Analyzes program functions and/or areas to discern trends in program delivery. Analyzes overview report data to measure effectiveness in meeting baseline or the degree to which program plans and achievements support strategic initiatives. Serves as the process analysis expert for a program or function.Develops various techniques and methods to assess costs and benefits of alternative programs and to evaluate the effectiveness of current programs.Develops program plans, designs and issues directives and instructions, and develops recommendations to improve the effectiveness of the program segment.Reviews and evaluates the effectiveness of operating procedures, workflow, inter-functional coordination, and organization operation through personal observation, conferences, and of status reports and data. Prepares resulting documents from these reviews, reporting on progress towards achievement of program initiatives. Evaluates the implementation of new procedures affecting the program operations and maintains adequate controls to ensure compliance with procedures and deadlines.Requirements Conditions of EmploymentSTANDARD POSITION DESCRIPTIONS (SPD):

Specialized experience for this position includes: Experience leading or participating in task groups or independently conducting special studies or projects on aspects of a segment of an Operation or program. Experience providing leadership to ad-hoc groups, in the conduct of special studies, investigations, or projects.ANDMEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.ANDTIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
