About the Job
This position will support the Program Coordination and Communication (PCC) Branch within the National Centers for Coastal Ocean Science (NCCOS) in advancing NCCOS' mission and goals. The Branch is responsible for providing programmatic, policy, and internal and external communication support and coordination for NCCOS activities, as well as assisting NCCOS leadership with the formulation of NCCOS research and budget priorities, NCCOS environmental compliance coordination, congressional and stakeholder engagement, and staffing for the NCCOS chief scientist.
Core responsibilities include the following tasks:
NCCOS Science Portfolio Manager
â—‹ NCCOS science portfolio process management.
â—‹ Ensure compatibility of NCCOS project data with NOAA R&D Database and submit NCCOS data as required twice a year.
â—‹ Conduct regular analyses of NCCOS Portfolio Database Management System (PDBMS) and present results to NCCOS directorate and leadership.
â—‹ Data querying and portfolio analyses as requested.
â—‹ Part of a team to evaluate and assist in the update of PDBMS.
â—‹ Support NOS scientific leadership from all the program offices to collaborate and engage
more fully on addressing some of the most pressing coastal and marine issues affecting
our country.
â—‹ Solicit & synthesize program office annual science needs and report out to NOS
leadership as needed.
â—‹ Prepare presentations/updates for NOAA Research and Development Enterprise
Committee (RDEC) of the NOAA Science Council and NOS Deputies.
Staff support to the NOS rep NOAA Research and Development Enterprise Committee (RDEC) of the NOAA Science Council.
â—‹ Attend meetings and coordinate NOS responses to taskers as necessary.
â—‹ Responsible for querying and supplying NCCOS projects data and coordination of NOS
data in response to NOAA Research and Development Database data calls.
â—‹ Coordinate the submission of NOS accomplishments to the NOAA Science
Accomplishments report.
â—‹ Review and edit policy and procedures as necessary.
Key responsibilities will likely be to support the ST in: (1) science prioritization (e.g. what
science will we most need in 5-10 years and how do we position ourselves now to
address those longer-term needs); (2) developing new and maintaining existing
partnerships with science collaborators and users of NCCOS scientific products; (3) in
representing NCCOS, NOS, and NOAA in various internal and external fora; and in
developing materials such as one pagers, presentations and other public facing
communication products as requested; and (4) review of literature and attending
presentations to report back on emerging science issues and technologies.
Coordinator for the annual NCCOS Science review process
â—‹ Lead the planning of the annual topical science reviews for NCCOS.
â—‹ Work with NCCOS subject matter experts to identify external review panelists, develop
agenda and presentations, develop briefing materials, and facilitate the report
responding to the panelists recommendations.
â—‹ Handle meeting logistics.
NCCOS POC for International Coordination and tasker response
â—‹ Represent NCCOS on the NOS International Coordination Committee (NICC) Respond to
taskers and coordinate with NCCOS leadership as necessary.
Additional Programmatic Responsibilities
Support Program Coordination and Communication Branch Chief in carrying out special
projects and in support of the NCCOS Director and Deputy Director as assigned
including:
-Development of communications products including but not limited to news
articles, fact sheets, and draft social media posts;
-Development of presentations;
-Development of talking points; and
-Staffing of meetings and workshops.
Required Qualifications:
Masters degree in marine or environmental science or a related field and one year working experience, or Bachelor's degree with a minimum of two years of work experience in science coordination and data analyses.

â— Experience with R and database design and querying.
â— Experience with the suite of Google collaborative tools, MS Word, PowerPoint and Adobe
InDesign are a plus
