Summary:
As the Senior Program Analyst, the Personal Services Contractor (PSC) is responsible for providing expert level analysis and evaluation of SM programs ad initiatives and advisory support to the contracting and grants activities of the Office located in (OBO/CFSM/SM/ASD).
This is a Non-Status, Non- Permanent position. You do not acquire a competitive or excepted service status from this position.
Major Duties:
This position is located in the Bureau of Overseas Buildings Operations (OBO) the contractor performs the tasks and assignments that include, but are not limited to, the following:
- Analyzes and evaluates the overall effectiveness of SM’s program operations in meeting established goals and objectives and makes recommendations for improvements in these areas.
- Reviews proposed projects to: (1) determine operational needs; (2) ensure the integrity of each project; (3) identify critical/complex physical, technical, and construction security issues; and (4) recommend modifications, as necessary, to ensure compliance with applicable federal law and regulations.
- Assists the SM Director and/or subordinate Division and Branch Chiefs on special projects, especially those required by the OBO Front Office.
- Assists Branch Chiefs, as necessary, in preparing cable responses to post and working with Front Office staff on cable clearances.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Qualifications:
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience evaluating program auditing principles and processes, internal management controls, and appropriations law.
Experience developing new/modified administrative and management policies, regulations, goals, and guidelines.
Experience applying quantitative analysis and how it relates to assessing organizational management, organizational performance, staff performance, and the evaluation of organizational goals and objectives.
There is no substitute of education for specialized experience for the GS-14 position.
