About the role:
The Treasury Division is looking for a Product Owner for our Treasury Debt Management System (TDMS) business line. TDMS is mission critical to the Treasury’s Office of Debt Management’s (ODM) principal business activities around Public Debt Forecasting and Interest Rate Certifications. Reporting to the FRB-STL Treasury Support Officer, you will assist with the transition of TDMS support from the FRB-NY to FRB-STL. During the transition you will work closely with the FRB-NY product owner to ensure the current TDMS backlog and priorities are successfully transferred.
Once TDMS support is owned by FRB-STL, you will work with a dedicated scrum team to manage the product lifecycle by writing user stories and defining clear acceptance criteria to address the needs of ODM. You will prioritize, refine, and maintain your product backlog to align with the program roadmap to deliver high-value contributions.
Responsibilities
- Deliver technical solutions by gathering and understanding requirements, creating user stories, and prioritizing team backlog to refine the development of priorities.
- Operate with a service-oriented mindset to develop relationships working in a team environment, while contributing to the Bank’s values and culture.
- Has and creates significant relationships and responsibilities outside of the agile team, including working closely with ODM, Reserve Bank and Treasury leadership and product organization peers within the Division.
- Manages dependencies across multiple disciplines anticipating needs of ODM.
- Work closely with the FRB-STL Engineering Lead and Scrum Master/Agile Coach defining goals and ensuring cohesive agreement on TDMS immediate and long team goals.
- Create reports or artifacts to assess performance. Use this data to craft actionable insights and identify opportunities for process improvement or product optimization.
- Demonstrate a strong ability to multitask, manage dependencies, and conflicting priorities among diverse cross-portfolio partners.
- Work in a hybrid capacity and participate in and help lead team Agile ceremonies.
- Candidates with less experience may be considered at a lower job grade or salary.
Qualifications
- Bachelor’s degree or commensurate experience.
- 5+ years’ relevant experience required, including a combination of the following:
- Experience with the Product Management discipline and Agile/Scrum iterative product development; certification a plus.
- Comprehensive and proficient facilitation and communication skills.
- Can manage numerous programs and work processes simultaneously.
- Discipline to operate independently and thrive in ambiguity with a generalist mindset.
- Analytical skills to solve complex problems and maintain accuracy of data.
- Candidates with less experience may be considered at a lower pay grade or salary.
- Experience with a hybrid work environment; proficient in online collaboration tools like Jira, Confluence, Teams, or similar.
- U.S. Citizen or lawful permanent resident with three or more years of U.S. residency
- Travel (up to 10%)

Salary: $115,00-$140,300
