IDEAL CANDIDATE
The Ideal Candidate for this position has project management experience and a comprehensive understanding of all stages of land development, from planning and design to environmental considerations and construction. They will be a decisive and collaborative leader who values a customer service-oriented government. This individual will have strong leadership skills to direct, guide, and recommend projects for approval, as well as to grow, mentor, and develop staff. They will be adept at administering and overseeing the City's land development regulation programs through subordinates, including enforcing grading requirements, ADA compliance, and federal, state, and county storm water and NPDES/MS4 regulations. Additionally, they will direct and manage best practices for site construction review and inspection, including grading plans, ADA compliance, storm water management, NPDES/MS4 requirements, and low-impact development. The ideal candidate will also collaborate effectively with other divisions and departments involved in the land development and construction process, such as Planning, Building, Public Works, Fire, Water, and relevant outside agencies.
THE POSITION
Under general direction from the Engineering Division Manager/Assistant City Engineer, the Principal Engineer plans, assigns, supervises, and reviews the activities of the engineering function of the Land Development team. Plans, organizes, directs, manages, oversees and integrates the operations and staff of the Land Development team; provides expert professional advice and assistance to City officials and management staff in areas of expertise of Engineering disciplines, including but not limited to engineering plan review, capital improvement planning, design and implementation, water quality/storm water management, and transportation related activities. Performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
This class is responsible for planning and supervising the activities of the engineering function of assigned work units within the Public Works Department. The incumbent is expected to carry out responsibilities independently and with awareness of good engineering principals, judgement, safety issues and sensitivities. Assignments are broad in scope and allow for a high degree of administrative discretion in their execution.
The Principal Engineer is distinguished from the Senior Engineer and Senior Electrical Engineer in that the incumbent in the former class is responsible for divisional leadership, planning, organizing, directing, budgeting, and overseeing the work of staff and consultants. The incumbent is expected to use initiative and independent judgment in negotiating, prioritizing project activities, exercising cost and budget controls, and ensuring the coordination, quantity, and quality of work performed in accordance with department goals..
ABOUT THE PUBLIC WORKS DEPARTMENT
The Public Works department is responsible for public works administration, city engineering, maintenance of public facilities located within the street right-of-way, design and construction of City-built capital improvements, and administration of traffic facilities, providing electric service to new development in residential, commercial and industrial areas, and related activities.
