The Leidos Air Force and Defense Agencies Division currently has an opening for a Platform Modernization and Policy Portfolio Manager. The Portfolio Manager will be responsible for a collection of Platform Modernization and Policy programs supporting customers such as DTRA, DoD CIO, DISA and the USAF CDAO. This will be coupled with direct Project Management responsibilities for our DTRA TOs and driving organic growth into the Portfolio. This position will report to the Air Force and Defense Agencies (AFDA) Division Manager.
As the Portfolio Manager, responsible for developing and establishing relationships between the company, strategic partners, and customers. Duties include identifying, developing, and implementing near-term and long-term business strategies that provide growth for the Portfolio and the Division. Specific focus on developing trust-based relationships with Primes enabling on contract growth in line with established Teaming Agreements.
As the PM for DTRA, responsible for collaborating with other Leidos Program Managers across the Agency to provide a unified approach to service delivery. Leads a team providing the full range of expertise & experience to identify & recommend IT solutions for challenges in day-to-day service delivery & mission performance. Additionally, leads the team responsible for maintaining & operating DTRA’s Experimentation Lab (DEL), supports analytics for missions & ops, delivers future cloud requirements, & provides surge assistance for special projects. Sustains Authorities to Operate (ATOs) for DEL & IT system Agency-wide.
PRIMARY RESPONSIBILITIES:
Accountable for portfolio/program efforts, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
Lead, manage, coach, and mentor a team including Project Managers, Technical staff, and subcontractors. Manage hiring, professional development, and issue resolution for the program.
Supporting financial performance (revenue, operating income, margin) against the Annual Operating Plan, including a focus on maximizing profitability.
Ensure, in cases where Leidos is a Subcontractor, that Workshare allocations included in Teaming Agreements are consistently met or exceeded.
Utilize expert communication skills to direct the skilled technical resources and report on overall program performance, resolving complex problems to ensure successful execution.
Plan/lead program reviews and briefings; identify and report on issues or related problems and potential risks.
Identify, mitigate, and control risks.
Drive process improvement and innovation and organizational change.
Engage employees, executives, and customer leaders on a routine basis to fully understand customer requirements and employee capabilities.
Represent Division leadership as a senior representative/interface for customer engagement.
Maintain currency on relevant tools and technologies and provide inputs for white papers and proposals.
Ensure a coherent, integrated Leidos message to the customer while promoting corporate capabilities and solutions to meet customer needs.
Provide input to proposal, pricing, and solution strategy based on customer familiarity.
Work with designated capture and campaign teams to shape customer opportunities.
BASIC QUALIFICATIONS:
BA/BS or equivalent experience and 8+ years of prior relevant experience or Master's with 6+ years of prior relevant experience. Additional years of experience will be considered in lieu of a degree.
7+ years of experience in a people leadership or Program Management position.
One technical or management certification related to the services provided within the Portfolio (e.g., CompTIA, Cloud Security Alliance, Microsoft, BMC Remedy, VMware, Amazon Web Services, VMWare, CISCO, Juniper, Linux, etc.).
Demonstrated ability to develop new ideas and quickly apply ideas to help direct solution development for specific problems to support quantitative top line growth numbers.
Proven ability to work in a complex, multi-faceted organization with a wide range of customer offerings.
Ability to develop and sustain customer relationships at all requisite levels.
Candidates must be US Citizens and be eligible to obtain and maintain a DoD Top Secret security clearance.
PREFERRED QUALIFICATIONS:
Active PMP certification.
DoD 8140 Certification for Program Manager, IT Project Manager, Product Support Manager, or IT Investment/Portfolio Manager (Work Role Codes 801, 802, 803, or 804).
Local to Northern Virginia.

Pay Range:
Pay Range $122,200.00 - $220,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
