This role will manage complex payroll processes, ensure compliance with federal regulations, and drive continuous improvements to enhance service delivery.
The ideal candidate will have a deep understanding of federal payroll systems, operational excellence, and team leadership, with a proven ability to work in a consulting environment.
As a Payroll Operations Manager you will be responsible for the implementation, delivery and direct all aspects of Payroll Operations for federal agencies .
This role will include oversight over implementation, testing and our O&M support team, aligning to industry best practices for Payroll processes and procedures, and the enforcement of the overall governance model for payroll operations.
You will design short term and long-term strategies for continuous improvement in supporting operations for our agencies.Required Technical and Professional ExpertiseProven leadership experience managing teams in a consulting or service-oriented environment.Experience leading medium to large sized projects of moderate or greater complexity, involving multiple customer stakeholders and a distributed, cross-functional teamDemonstrated experience managing large-scale HR or shared services projectsExcellent customer relationship management skills including effective oral and written communicationsStrong analytical and problem-solving skillsEngage with client stakeholders and customers to determine appropriate process improvements, 10+ yearsCapacity and willingness to learn complex business rules and apply them to system processes and support, 10+ yearsLead payroll operations centerAgile management experienceFederal HR and talent transformation expertiseDevelopment of business case and multi-year strategy improvement roadmapsExperience in implementing large scale payroll transformation projects from end-to-end (requirements gathering to post implementation) Preferred Technical and Professional ExpertiseProject Management Professional (PMP) CertificationKnowledge of compliance and regulatory requirements, particularly in government or public sector environments.Familiarity with standards like Section 508 accessibility compliance and data privacy regulationsExpertise in payroll systems like Workday, PeopleSoft, or SAP, and experience with cloud-based technologies.Experience working in a matrixed organization, handling complex client engagements.About Business UnitIBM Consulting is IBM’s consulting and global professional services business, with market leading capabilities in business and technology transformation.

The salary will vary depending on your job-related skills, experience and location.
Pay increment and frequency of pay will be in accordance with employment classification and applicable laws.
For part time roles, your compensation and benefits will be adjusted to reflect your hours.
