About the Job
Under general direction from the Director of Human Resources & Administration, the Payroll & Benefits Specialist oversees payroll & benefits administration. He/she is responsible all tasks necessary to accomplish the organization’s payroll, benefits & HRIS processing objectives, including relationships with internal and external auditors, vendors and employees. He/she administers these programs, provides analytical and technical support in the delivery of these programs. This position requires an extremely detail orientated person with strong math and computer skills, significant knowledge of payroll administration, including state and federal regulations.

Payroll
- Responsible for the time & attendance process to ensure timely and accurate time keeping transactions.
- Audits timesheets, monitors schedule changes in time management system, and maintains accurate payroll and time keep records.
- Processes payroll and bonus timely and accurately.
- Evaluates time & attendance process to increase efficiency and reduce costs; documents and maintains time & attendance and payroll procedures.
- Verifies all employment status change (e.g. transfer, promotion/demotion, termination, LOA & etc.) and payroll data are accurately entered and processed timely.
- Ensures timely and accurate payroll transactions and data are exported and imported from payroll system into HRIS.
- Continuous monitors and evaluates the performance of payroll service provider and resolves any payroll related issues timely.
- Runs periodic payroll reports and audits for accuracy; takes immediate corrective action if error is found and reports to management.
- Responsible for monthly and ad hoc reports which must be processed in accurately and timely.
- Responsible for all audits and government reports required for payroll data.
- Work with C&B team in HQ on assigned C&B related projects.
- Other duties and projects as assigned.
Benefits
- Serves as primary contact for plan vendors and third-party administrators for plan administration.
- Administers plans and reconciles monthly benefits invoices to ensure accuracy and submits to accounting for payment timely.
- Evaluates and revises internal processes to reduce costs and increase efficiency; documents and maintains administrative procedures for assigned benefits processes.
- Ensures compliance with applicable government regulations, and timeliness and accuracy of required reporting and fees.
- Supervises and coordinates benefits processing; handles enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, distributions, loans, hardships and compliance testing.
- Oversees maintenance of employee benefits files, maintains group benefits database and updates employee payroll records.
- Audits the accuracy and performance of functions performed by staff.
- Coordinates with staff in providing customer service support to internal and external customers.
- Develops communication tools to enhance understanding of the company's benefits package; designs and distributes materials for benefits orientations, open enrollment and summary plan descriptions.
- Cooperates with HQ personnel in all inquiries related payroll, benefits and HRIS; responds to their requests in a timely manner.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bending or standing on a stool as necessary.
Travel

Required Education and Experience
- Bachelor’s degree in Business Administration or related discipline from an accredited 4-year university.
- Minimum of 5 years related experience in an exempt-level Payroll & Benefits Administrator and/or Supervisor position.
- Experienced in handling multistate with 400+ time & attendance and payroll records.
- Certified in CPP (Certified Payroll Professional).
- Hands-on experience in time & attendance, payroll process, benefits administration including benefits reconciliation, ad hoc reports/queries from payroll software and HRIS.
- Demonstrated understanding and application of wage & hour regulations compliance, maintain and expand knowledge and understanding of existing and proposed federal and state wage & hour regulations.
- Must have a strong sense of ownership and high integrity.

- Must be organized and able to prioritize tasks and handle multi-tasks in a fast work pace.
