Position Overview
The Contract Specialist has principal responsibility for writing, interpreting, analyzing, and negotiating standard contracts and agreements with federal, state, private, and local government sponsors in support of HSCs sponsored research activities.
Minimum Qualifications
- Bachelor's Degree and three (3) years related experience; or equivalent combination of education and experience.

- Up to date knowledge of applicable law, and federal and state grant guidelines, including but not limited to FARS, DFARS, 2 CFR 200, and Uniform Grant Management Standards

Job Duties:
- Draft and negotiate standard contracts/agreements, including subcontracts containing federal funding flowing through other universities and industry sponsors. Determine appropriate flow down provisions for inclusion in federal, state, and private subcontracts.
- Draft and negotiate other specialized contractual documents such as nondisclosure agreements, teaming agreements, data sharing agreements, material transfer agreements, and consulting agreements.
- Understand, interpret, and assess contractual language regarding issues such as intellectual property rights, confidentiality, liability, indemnification, publishing rights, insurance, and jurisdiction, and negotiate the best possible terms, in compliance with University policy and state statutes, for UNTHSC and its principal investigators
- Research, review, analyze, and interpret statutory and policy language, as well as federal regulations, such as FARs, DFARs, and CFRs, to ensure the application of appropriate terms for educational institutions.
- Handle each agreement timely, with consistent follow-up and updates to internal customers.
- Ensures research contracts and subcontracts are complete, accurate, and in compliance with Sponsor and Institutional Guidelines. Reviews and negotiates terms and conditions of contracts with sponsors. Drafts and negotiates sub agreements. Provides policy and procedure interpretation to academic departments. Interprets contracts and other agreement documents to determine restrictions and other pertinent information and maintains all applicable project records and files.
- Review and negotiation of contract modifications; development of creative solutions to complex contract problems and the resolution of issues by negotiating solutions that respect the policies of the Board of Regents and UNTHSC, as well as the needs of the other party.
- Maintain accurate and complete electronic records and ensures the integrity of data stored in the contract database.
