POSITION OVERVIEW
The Manager, Human Resources will primarily focus on the practical day-to-day tasks to ensure the department is functioning optimally, including management of the organization's Human Capital Management System (HCMS) database (Paycom). They also will oversee, in coordination with the HR Director, HR policies, recruitment, compensation and benefits. The Manager, Human Resources forges collaboration across the HR department to deliver value-added service to management and employees that reflect the business objectives for the organization.
SUPERVISORY RESPONSIBILITIES
This position supervises the HR operations staff, and assigns work to the HR Generalist and Senior HR Analytics Advisor
CORE DUTIES/RESPONSIBILITIES
- Management of all internal HR systems, including C-Path's HCMS (Paycom)
- Ensure employee records are maintained accurately in accordance with all applicable regulations and internal requirements
- Ensure legal and financial compliance throughout human resource management including multi-state compliance
- Manage design, monitoring, and improvement of HR processes, policies, and technologies with HR Director
- Manage the full-cycle recruitment process including the onboarding and offboarding process
- Support the HR Director with the employee benefits program
- Support HR Director with employee compensation planning, design and execution
- Support HR Director with employee Performance Management planning and execution
- Supports HR Director with 403b audits and HR compliance
- Other duties as assigned
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Proven working experience as HR Operations Manager or other HR leadership roles
- Extensive knowledge of HR systems and databases - Paycom preferred
- In-depth knowledge of state tax compliance requirements
- Knowledge of payroll operations and how they interact with tax and HR compliance
- Experience with establishing, measuring and managing Human Resources metrics/KPIs
- Ability to adapt to shifting priorities, demands, and timelines.
- Proactive time management and problem-solving skills.
- Proven ability to mitigate team conflict and communication issues.
- Excellent attention to detail and organizational skills required
- Ability to use sound judgment when working with critical or confidential information.
- Excellent oral, written, and virtual communication skills. A familiarity with health sciences, public health, or medical-related terminology is beneficial.
- Demonstrated knowledge of emerging industry practices.
- Excellent active listening, negotiation and presentation skills.

REQUIRED EDUCATION AND EXPERIENCE
- Bachelor's degree in human resources management, Business Administration, or similar field required
- 7 years' experience with HR operating systems and databases, Paycom preferred
- 7 years' experience of supervision of HR professionals required
- 3-5 years' experience in multi-state compliance laws and regulations is required
- 5 years of experience driving results in the human resources field
- 2 years of experience in compensation planning
- 2 years of experience in benefits management
- Advanced use and understanding of MS Office Suite (i.e., Word, Excel, PowerPoint, Outlook) and Adobe Acrobat
