Description
The purpose of this position is to manage, plan, schedule, and direct the work of employees in the Construction, Distribution Maintenance, or Transmission Mains & Valving Departments. This position coordinates efforts with other division managers and staff members to help ensure high productivity and quality work is performed in a safe manner. Department assignments and areas of focus may rotate based on organizational needs and employee development.

WaterOne provides competitive benefits and compensation ranges. Selected candidates are placed in the position’s pay range based on their qualifications. The salary range for this position is $111,200 to $177,900. Compensation for the selected candidate will depend on candidate qualifications and experience as related to the position requirements.

Manager-Construction
- Creates and communicates the work schedule and any coordination for Construction Crews for replacement, relocation, and general improvement projects of distribution mains.
- Supports the distribution main replacement program.
- Assist other departments in preventive maintenance/replacement programs for valves, fire hydrants, and meters.
Manager-Distribution Maintenance
- Creates and communicates the work schedule and any coordination for Maintenance Crews and Emergency Technicians for main breaks and maintenance of the distribution system.
- Monitors and ensures we are meeting the Key Performance Indicator (KPI) for customer outage time to repair main breaks.
- Demonstrates thorough knowledge and understanding of the hydraulics, pressure zones, and pressure management of the entire distribution system.
- Provides feedback and offers solutions to the Production Division and Engineering Division in daily operations and at the Pressure Management meetings.
- Assist other departments in preventive maintenance/replacement programs for valves, fire hydrants, and meters.
Manager-Transmission Mains & Valving
- Creates and communicates the work schedule and any coordination for Transmission Main, Valving, and Fire Hydrant Crews for transmission main condition assessment, maintenance, and replacement, as well as distribution and transmission main valving and fire hydrant maintenance programs.
- Demonstrates thorough knowledge and understanding of the hydraulics, pressure zones, and pressure management of the entire distribution system.
- Provides feedback and offers solutions to the Production Division and Engineering Division in daily operations and at the Pressure Management meetings.
- Supports maintenance on pressure reducing valves (PRVs) in a timely fashion.
- Knowledgeable to handle all emergencies with transmission mains and offer quick solutions to rectify the emergency.
- Assist other departments with replacement programs for pipe and meters.
- Ensures coordination and support for Distribution Engineering for the condition assessment program.
Essential functions common across all Distribution Managers:
- Reviews project documents to ensure that all field ties, as-builts, material withdrawals in the ERP system, and other types of information such as time entries and GPS data are recorded accurately and in a timely fashion.
- Reviews project documents and job sites for potential hazards, conflicts with design, constructability, maintainability, or other issues, and consults with Distribution Engineering staff to recommend changes prior to the start of the project and throughout the project.
- Attends and offers support/guidance/recommendations at pre-construction, post-construction, and other meetings as required to ensure we are continuously improving processes and teams. Makes recommendations to the Engineering Division for design of additions to and replacement of distribution system facilities. Makes recommendations for and/or develops specifications for material and equipment and aids with the evaluation.
- Plans, schedules, and provides general supervision for the installation and maintenance of transmission mains and appurtenances, and of all distribution facilities including pipe, services, meter pits, valves, and fire hydrants.
- Plans preventive maintenance/replacement programs for valves and fire hydrants.
- Establishes job start dates and other schedules to ensure that work is coordinated with contractors and municipalities and to ensure crews maintain productivity. Works with property owners, city/county/state public works officials, contractors, developers, engineers, and other customers on right-of-way requirements, property restoration, and other issues. Initiates requests for city permits and locates and communicates with appropriate municipalities for assigned tasks.
- Maintains positive interactions and cooperation with developers, cities, county, state, public works, and engineering officials. Ensures cooperation and assistance to other water utilities.
- Coordinates and supports all work of the Distribution Division with the other Distribution Managers to ensure seamless work processes. Participates in a rotation with other Managers in the Division for coordination of emergency call-out activities. Coordinates the response to emergencies within the distribution system to ensure safe and efficient restoration of service to customers.
- Regularly evaluates construction methods and applicable equipment to ensure that WaterOne is using the most appropriate tools and methods to accomplish our mission. Recommends outsourcing when various work activities in the Department should be contracted. Administers these contracts and evaluates work of contractors.
- Ensures accurate and timely data entry in the Geographic Information System, GNSS application, applications in the GIS Portal, Leak Report & Restoration Tasks in the ERP system, and other applications as required.
- Safety is our priority. Accountable for taking the necessary precautions to protect WaterOne personnel and the public at all work sites and to help ensure the safety of WaterOne’s water supply. Ensures that appropriate safety training is completed, and standard operating procedures are followed. Ensures that employees maintain safe working conditions, use proper equipment and techniques, and adhere to applicable safety policies and regulations. Assists with investigations of occupational incidents, all utility damage, and vehicle and other safety related incidents. Identifies root cause and recommends and implements corrective actions. Performs risk management reviews for work group. Assists Insurance Coordinator in all disputed claims.
- Prepares Department budget and assists with Division budget. Develops, recommends, and monitors the departmental budget by reviewing past expenditures and analyzing future needs to accomplish Department objectives within overall WaterOne budget guidelines. Upholds the WaterOne Purchasing Policy and evaluates vendors and contracts regularly. Reviews invoices and ensures accurate accountability. Approves expenditures for Department. Evaluates and makes recommendations for the purchase and the proper utilization of expensive and diverse mechanical and construction equipment as well as trucks and other vehicles. Approves final specifications for all Department equipment and vehicles.
- Promotes a positive work culture and ensures that staff do also.
- Provides oversite and assists Foremen with the development and implementation of the team’s goals and objectives.
- Takes actions to communicate, support, and enforce all organizational goals, objectives, policies, and requirements. Provides regular and timely communication and information sharing with team.
- Performs regular field inspections of work sites and activities and documents findings.
- Participates in strategic planning and goal setting for the department/division to support the strategic plan. Develops both short and long-term plans for equipment, personnel, and material needs for the Department.
- Motivates employees by regularly reviewing the performance of employees, coaching, mentoring, and completing or reviewing performance appraisals. Assists in hiring and promoting as required. Recommends and administers disciplinary action as appropriate. Initiates/recommends personnel actions such as pay changes, job coaching, counseling, discipline, termination, and administrative action when needed.
- Supports, upholds, and enforces expectations of attendance and emergency call-out set by the Distribution Division Director.
- Coordinates efforts to identify, plan, deliver, and evaluate employee development activities. Administers Distribution Technician Program by regularly reviewing program guidelines and providing oversight of the evaluation and advancement processes. Plans and provides for other continuing professional development, training, and education of department staff.
- Keeps the Director informed of staffing, personnel issues, equipment needs, job progress, safety concerns, and other pertinent information.
Other Duties
- Serves as Acting Director of the Division as required.
- Perform other duties as assigned.
