Overview:
Under general direction, coordinates, oversees, and evaluates the delivery of administrative training programs. Designs, develops, and implements organizational development activities.
This is a non-exempt position in Salary Grade 195: Min $41.50– Mid $49.80 – Max $58.11 hourly. The starting salary will be within this range based on qualifications.

- Designs, develops and incorporates the agency’s core competencies into all existing and future training initiatives, thereby contributing to the vision of an integrated talent management strategy.
- Manages and procures contracts with consultants; oversees consultants under contract.
- Administers a variety of programs which support professional development, succession planning and organizational development.
- Prepares written reports recommending action plans, policies, and procedures.
Builds Relationships: Is trusted by others, is aware and supportive of needs of individuals and balances results with individual needs.
- Counsels employees on professional development.
- Builds trust and collaborates with groups throughout the Agency; partners and follows through with HR Business Partners and leaders across the Agency, handling confidential information with integrity.
Communicates Powerfully & Prolifically: Shares insights on issues/problems, clarifies purpose and links that purpose to actions.
- Delivers in person and virtual training and train-the-trainer sessions to all levels; content may be off-the-shelf coursework or OCTA-specific content developed internally.
- Utilizes excellent verbal, written, presentation and storytelling skills.
Drives for Results: Operates with speed and intensity, translates long-term goals into immediate actions.
- Assists the Department Manager to ensure departmental goals and objectives are met.
- Conducts organizational training needs assessments to identify companywide learning and development needs.
- Diagnoses organizational and training problems and develops an action plan.
Any combination of education and experience equivalent to a bachelor's degree in Business Administration, Human Resource Management, or related field with a minimum of five years of related experience in organizational development and training, three of which are at the journey level. Supervisory experience is desirable.
