Background
The Department is committed to providing high-quality education services to all Florida students and requires IT Staff Augmentation services to assist the Department and Technology staff in meeting that goal.
Minimum Qualifications of Candidate
The Department is seeking an Internet/Web Architect professional with the following minimum qualifications (these qualifications must be clearly stated on the resume and verifiable via reference checks):
1) Bachelor of Science/Arts degree in Computer Science, Management Information Systems Degree, or a related field.
2) Minimum 8 years of experience with Oracle Databases, Oracle functions, stored procedures, triggers, packages & performance tuning.
3) Minimum 8 years of experience developing Microsoft ASP.NET web applications, & Proficient in converting ASP.net web forms to MVC.
4) Experience with C#.Net, MVC, ASP.NET 4. XX, OOPS, Webservices, Bootstrap, JavaScript, and JavaScript frameworks.
5) Familiarity with Dot Net core application development.
6) Familiarity with Azure services and application development on Azure
7) Experience with Microsoft SQL Server; Creating and Writing Stored Procedures.
8) Experience with batch processing and data loading.
9) Experience with SQL Server Reporting Services 2017 and above.
10) Experience with SQL Server Integration Services.
11) Proficiency with Microsoft Word, Excel, Visio, Project, and PowerPoint.
12) Gathering and documenting business and technical requirements.
13) Experience testing custom applications, reports, large data sets, or dashboards.
14) Producing technical documentation related to requirements, specifications, traceability matrices, designs, and testing.
15) Experience with working with development teams on large enterprise projects.
Deliverables/Tasks
The Internet/Web Architect key deliverables include, but are not limited to, the following:
1) Will assist in developing specifications as well as, overall planning and management of projects.
2) Will meet with leadership to provide status reports on a weekly basis and provide monthly written reports which will include accomplishments, areas of concern, and recommended solutions. Communicate project progress and information to team, sponsor, stakeholders, and legislative body as appropriate.
3) Will ensure technical direction and standards are being followed.
4) Will develop project plans and measure actual progress against the plans.
5) Will assures that project documentation includes the project plans, budgets, risk plans, communication plans, change control logs, and reports.
6) Will demonstrate an understanding of tactical goals and effectively participate in the development and implementation of business solutions.
7) Will manage project risk through comprehensive mitigation assessment and planning techniques.
8) Will manage change control within the projects.
9) Will obtain sponsor approval for changes to scope, budget, and schedule that affect the critical path.
10) Will write documentation showing testing and verification of modifications to ensure that objectives are met.
Note: The staff augmentation consultants are required to be off the week of Christmas and New Year unless services are required with prior approval from division leadership. Please ensure that your candidates are aware of this prior to submitting them for this proposal.
