About the Job
The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB.
This position functions as a first line manager in a complex work area. It supervises the activities of Information Technology staff, both FTE and contract, that are involved in the development of highly complex and sensitive computer applications in a volatile environment. The Data Warehouse (DW) Team is responsible for all aspects of requirements definition, ETL development, and BI development in the context of DHHS program data. The DW team has responsibility for supporting reporting and analysis around program areas including Child Welfare, Child Support, Medicaid, and Food Assistance Program (FAP) recipients, disqualified Family Independence Program (FIP) recipients, tracking work participation, and Temporary Assistance for Needed Families (TANF), and Head Start program. The position interacts with and leads the team in providing information and solutions to DHHS Office of Inspector General, Office of Quality Assurance, Accounting, Budget, Policy, and many other offices within DHHS, CEPI, MDE, LARA, State Budget Office, Legislature, Media, and Administrative and Court Hearings. It is also the responsibility of this position to ensure projects are clearly defined, develop the structural framework in which the team designs and implements systems, and select and train staff.

Education
Possession of a bachelor's degree with not less than 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
Experience
Three years of professional experience equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator P11 or one year equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator 12.
Alternate Education and Experience
Three years of experience as a computer programming supervisor or Information Technology
Supervisor may be substituted for the education and experience.
