Position Summary
The IRTS Program Manager oversees the overall operations by performing supervisory, program management, and administrative duties in relation to the IRTS facility. The person in this position generally makes operational, staffing, and scheduling decisions that affect the day-to-day functioning of the program. The IRTS Program Manager coordinates a significant amount of internal communication within Tasks Unlimited, and also manages regular communication with external entities such as other mental health providers, Department of Human Services, county contract managers, and economic assistance.

Act as Secretary/Treasurer to Board of Directors for the Tasks Unlimited Training Center (TUTC) (10%)

Maintain knowledge and understanding of issues in the mental health, vocational rehabilitation and supervision fields (5%)

Essential Job Functions
Perform designated supervisory functions (20%)
- Manage the screening and training of staff in consultation with the Director of Behavioral Health and the Director of Human Resources
- Oversee deployment, supervision, and evaluation of staff in consultation with the Director of Behavioral Health and Director and Human Resources
- Direct and supervise staff performance with a variety of techniques, including but not limited to:
- Regularly scheduled one-to-one supervisory conferences
- Frequent informal/unstructured observation with feedback loop
- Hands-on demonstration of desired skills, role-playing of situations, etc.
- Written directives
- Requirement of various reports written by the staff
- Employee performance reviews
- Interpret and explain agency policy and procedures
- Act as a representative of the organization in strict accordance with the employee handbook in the preliminary approval of timesheets, vacation requests and expense reports pending final approval by management
- Develop and maintain the personal expertise and skill (excluding licensed or certified activities) to perform all functions of staff in the event of unexpected absence
- Serve as a positive role model by demonstrating dedication, initiative, efficiency, punctuality, sensitivity, respect for clients and staff, and courtesy to the public
- Coordinate training and orientation of new IRTS facility employees
Coordinate IRTS facility’s residential and treatment services (30%)
- Monitor client recruitment and admission process to ensure maintenance of occupancy goals
- Serve on Admissions Committee
- Communicate and coordinates provision of vocational training with vocational training team, when applicable
- Assist with discharge planning to maximize likelihood of client’s successful transition to housing of choice
- Serve as back-up for crisis situations
Communicate with internal and external contacts (15%)
- Monitor and manages relationships with families, referral sources, funding sources, neighbors, and the general public with the purpose of enhancing client outcomes and organizational goals
- Work with other staff as needed in developing and implementing a program of public relations
- Assure proper maintenance and repairs of IRTS facility in order to ensure client safety, provide a positive environment, and maintain good community relationships
- Represent Tasks Unlimited to the vocational and mental health communities through speaking engagements, attendance at meetings and/or other related contact opportunities
Act as Secretary/Treasurer to Board of Directors for the Tasks Unlimited Training Center (TUTC) (10%)
- Assist the TUTC Board President in the preparation of agendas and meeting notifications
- Provide written reports upon request from the Board of Directors
Performs a variety of administrative duties (10%)
- Support facility compliance with relevant local, state and national regulatory bodies, various state statutes, and accreditation standards and report outocmes and statistics as requested by county and state entities
- Coordinate communications and relationships with relevant authorities or bodies
- Collaborate with other staff as needed in identifying and developing new sources of funding and program expansion ideas
- Assist in the development and implementation of plans for program modifications as assigned.
- Ensure that insurance companies receive any prior authorizations, group residential housing (GRH) and any other financial requests are submitted on time and are followed-up on in a timely manner
Maintain knowledge and understanding of issues in the mental health, vocational rehabilitation and supervision fields (5%)

Qualifications
Education and Experience
Required
- Mental Health Professional or Mental Health Practitioner status as defined by the Department of Human Services and Minnesota Statute 245.462
- Bachelor’s degree in a human services field such as Psychology, Social Work, Public Health or other related field MHP and MHP status cover the educational requirements
- At least four years experience with adults diagnosed with a serious and persistent mental illness
- At least one year supervisory experience.
- Valid and current driver’s license
Preferred
- Prior experience operating a mental health facility
- Master’s degree in a related field
- Fluent in a non-English language or competent in the culture of an ethnic group to which 20 percent or more of the agency’s recipients belong
