Job Overview:The Institutional Services Manager oversees the operational planning, establishment, execution and evaluation of a multifaceted facility maintenance and repair program and institutional site services. This position serves as principal point of representation and liaison with the client on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise.

Responsibilities:Essential Duties & Job Functions:
- Oversees and participates in the management of comprehensive facilities maintenance and repair programs, providing direct supervision to team leaders, and facility and shift supervisors.
- Assists the ATF Site Manager with the development and administration of project goals, objectives and procedures.
- Oversees the scheduling and assignment of work in carpentry, electrical, painting, plumbing, welding, heating and ventilating, sheet metal, masonry and general maintenance trades including Chiller Plant, Boiler Plant, Emergency Console, and Mission Support Operations.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate service and staffing levels in compliance with Company policies.
- Reviews all site work to verify compliance with all applicable plans, procedures and governing codes.
- Ensures adequate levels of tools, equipment and other maintenance supplies are maintained.
- Inspects and diagnoses problems to determine corrective actions/repairs in all trades.
- Coordinates with trades’ personnel and warehouse personnel to identify correct materials, parts assemblies and requirements for a variety of requisitions needed for the job.
- Plans, directs, coordinates and reviews the work plan for assigned staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
- Selects, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; documents and provides discipline as needed and recommends terminations.
- Interprets, applies and explains complex codes, regulations and procedures.
- Prepares and presents monthly Technical Progress Reports as needed.
- Other duties as assigned.
Mandatory:
- Bachelor of Science or technical, vocational or trade school graduate OR High School Diploma plus ten (10) years of equivalent work experience can be substituted for a degree.
- Five (5) years must have been in a supervisory or management roll overseeing the performance of operations and maintenance of site support services (facility maintenance, roads and grounds, custodial, utilities, etc.).
- Familiarity with MAXIMO or other Computerized Maintenance Management System.
- Ability to acquire and maintain government identification/common access card.
- Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
- Valid state Driver’s License with acceptable driving record pertinent to the position.
- Ability to successfully pass any background checks and/or drug testing required on the contract.
- U.S. Citizenship.
- Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
