Summary This position is located in the United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resource Conservation Services (NRCS), Office of the Washington State Conservationist, State Engineering Team. This position serves as the Water Supply Specialist (WSS) providing outreach and management of the Snow Survey program for NRCS Washington. Note: Recruitment and/or relocation incentives may be authorized. Responsibilities Prepares the Water Supply Outlook Report (WSOR), and other products monthly through the winter and spring. Assists with making technical and scientific recommendations and decisions for the State Snow Survey Program. Provides leading technical assistance and review of data for streamflow, reservoirs, snow courses, and Snow Telemetry (SNOTEL) sites. Produces and disseminates data reports, news releases and other information relating to the snow survey program. Provides briefings, presentations, and other outreach to the public and partners on the Snow Survey Program. Assists with maintaining working relationships with federal, state, local, and tribal partners. This includes managing agreements with partners within the Snow Survey Program. Assists with the installation and maintenance of snow courses and Snow Telemetry (SNOTEL) sites within Washington. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.(Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information. Basic Education Requirement: Degree: Completion of all requirements for a bachelor's or higher degree in physical or natural science, or engineering, that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. Coursework must have included at least 6 semester hours in calculus (including both differential and integral calculus) and at least 6 semester hours of in physics. Calculus and physics, as described above, are requirements for all grade levels (must provide transcripts); OR Combination of Education and Experience: A combination of education and experience that has provided the knowledge, skills and abilities equivalent to that gained through a bachelor's degree in an appropriate field of study. The education must have included: at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. Coursework must have included at least 6 semester hours of calculus (including differential and integral) and 6 semester hours of physics. (must provide transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-11 Specialized Experience at the GS-11: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Gathering hydrologic data to be distributed to staff and stakeholders; Providing technical assistance for stream flow or reservoir data analysis; Assisting in providing hydrologic technology to develop snow survey products; Working with hydrologic field personnel on data collection site installation. (Your resume must CLEARLY demonstrate this experience.) OR Substitution of education in lieu of specialized experience: Must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in hydrology or other directly related discipline. (You must submit transcripts.) OR Combination of Education and Experience: Combination of the above-described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Only graduate level education in excess of two years (36 semester hours) may be combined with specialized experience. GS-12 Specialized Experience at the GS-12: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties: Preparing hydrologic analysis to be distributed to staff and stakeholders Writing narrative interpretations for water management decisions; Developing or modifying hydrologic river or stream forecast procedures and water supply forecast products and services; Utilizing hydrologic technology to disseminate snow survey products; Assisting in leading hydrologic field personnel on data collection site installation and maintenance.
