Human Resources - Training & Development Specialist
What We're Looking For:
We are seeking a Training & Development Specialist provides organizational support to all employees, supervisors and management related to training and development. The Training & Development Specialist receive, review, approve and monitor all training requests and solutions across the Agency. The Training & Development Specialist coordinates and facilitates all internal training and development initiatives that support the Agency goals and objectives. The Training & Development Specialist manages the learning management systems and provides training support to all employees, management and staff. The ideal candidate will also have the following responsibilities:
- Initial point of contact to all supervisors, employees and management regarding all training and/or professional development requests
- Provides regular feedback to employees on ways to enhance abilities and skill.
- Implements and integrates LMS with current software and technology and facilitates training for all staff to maximize use and efficiencies
- Identify and develop presentations and evaluations of internal training and development programs for all managerial and non-managerial personnel
- Implements training schedules and calendars based upon priorities and needs of requesting business units including staff availability and planned calendars
- Monitors and Tracks all Agency-wide training initiatives
- Coordinates Agency-wide training, makes recommendations and recommends training policies/procedures.
- Identifies training solutions for staff training and development requests to include all regulatory required trainings
- Provide ongoing coaching on training issues to management staff for individual development and performance plans.
- Develops learning activities, audio-visual materials, instructor guides, and lesson plans.
- Assist as directed in the development, presentation and evaluation of internal training and development programs for all managerial and non-managerial personnel.
- Support, track and review the annual performance appraisal process for the Agency.
- Provides training support for employee IDP/IPP initiatives and goals
- Partners with employees and management to communicate various human resource policies, procedures, laws, standards and government regulations.
- Provides assistance for all annual corporate events to include the All Staff Appreciation Event, Annual Business Meetings and Holiday Events
- Counsels and advises managers on appropriate training and development interventions to address employee relations issues (e.g., performance improvement process), track and monitor progress.
- Assists in the development and/or presentation of cultural diversity and inclusion training/education
- Provides back up support to the Employee Relations Specialist on all employee related issues and initiatives
- Stays abreast of employment law updates, compliance and regulatory requirements related to training and development, compliance and labor law requirements, industry trends, and effective human resources practices.
- Other duties as assigned.
EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES YOU SHOULD POSSESS:
- Bachelor's degree in Organizational Development, Human Resources Management, or a related field preferred; a combination of HR certification, education and work experience equivalent to the degree may be considered.
- Minimum 5 years experience in in organization development and/or training and development required.
- Strong knowledge of training techniques, various training models; including learning theories.
- Strong knowledge of employee relations issues and applicable employment law.
- Must have a strong working knowledge of all content areas of human resource and state and federal regulations (e.g. Wage and Hour laws, Fair Labor Standards Act, Equal Employment regulations, CAL-OSHA, Workers' Compensation, American with Disabilities Act, FMLA, CFRA, etc.).
- Strong computer skills, including MS Office and database skills. HRIS experience required.
- Excellent oral, written, interpersonal, and customer service skills required, with the ability to deal with tact and diplomacy with all levels of the organization.
- Must be flexible and able to manage multiple tasks and handle changing priorities and deadlines.
- Must be able to interact with diverse individuals, groups, and levels of the organization. Requires considerable accuracy and ability to produce under tight deadlines.
- Requires high degree of confidentiality and discretion. Must exercise good judgment and analytical skills in determining which matters require immediate attention.
