Job Summary
Serves as the project SME for the Health and Safety function. Develops and implements organization/project health and safety policies, programs and training. Monitors and evaluates the workplace to ensure compliance with Occupational Safety and Health Administration (OSHA) 29 CFR 1926, 29 CFR 1910 and other state and local regulations. Evaluates field implementation of project/client/company and contractor programs and procedures. Manages the overall effectiveness of health and safety programs and develops corrective actions accordingly. Champions the Health and Safety (H&S) program to achieve corporate goals.

Job Duties/Tasks/Responsibilities
- Oversees program development, including preparation of H&S plans and procedures and interface with regulatory agencies and stakeholders.
- Develops project-specific H&S policies and procedures when needed to meet customer and joint-venture requirements, with involvement of senior management and other internal stakeholders.
- Confirms and tracks all H&S-related contract and regulatory requirements.
- Develops H&S project specific contractor requirements and provides contract compliance oversight.
- Confirms that H&S-related tasks and milestones are incorporated within the project work packages and schedules.
- Prepares an H&S Risk Assessment to identify significant H&S-related project risks and maintains and updates periodically during the project lifecycle to keep pace with changing risks.
- Develops and confirms H&S staffing to match the type of work planned.
- Provides functional groups/departments with technical support related to planning and work package development.
- Defines processes for H&S engagement with various project functions/departments/clients/contractors.
- Leads and participates in the development of H&S awareness, training, and communication.
- Confirms adequacy of H&S facilities and supporting equipment (e.g., vehicles) for program execution.
- Establishes processes and identifies systems for data management and reporting.
- Establishes health services and coordination with Corporate Medical Insurance Management.
- Works with Procurement and the Project Director to identify and obtain necessary supplies and materials related to the H&S program and mitigation measures.
- Affirms with Procurement the approval processes for acquisition of chemical and non-routine building products.
- Communicates with Human Resources, Labor/Industrial Relations, and Subcontracts on H&S-related work rules.
- Works with the Project Director and local municipal authorities to develop the Emergency Preparedness Plan and emergency drills.
- Meets with Senior Management and reviews the completed H&S management plans, including the Management System and the initial H&S objectives and targets (metrics) for the program.
- Provides oversight, direction and training to Health and Safety organization staff to ensure all health and safety activities related to a site, program, project, function and/or facility process(es) are conducted in compliance with established rules, regulations, policies and procedures and to ensure high quality products and services for EnergySolutions customers.
- Establishes local relationships with medical care providers/facilities
- Helps leadership establish Health and Safety organization goals
- Assists corporate staff with the revision of corporate Health and Safety policies and procedures.
- Assists line managers with implementing effective Health and Safety programs to maintain a safe and healthy workplace.
- Leads project safety initiatives including the Field Observation and Coaching Program and other programs as developed internally and by the corporate office.
- Participates in safety meetings including monthly, weekly, POD and PJB meetings as required.
- Prepares, reviews and approves Health and Safety documentation (e.g., project Safety and Health procedures, job and activity hazard analyses and site-specific Health and Safety plans).
- Conducts H&S field inspections and assessments (e.g., exposure), job hazard analyses, pre-job briefings, toolbox safety meetings and training as required by the site-specific Health and Safety Plan.
- Performs evaluations of industrial health and safety program elements and personnel monitoring (e.g., noise monitoring, confined space air monitoring and heat stress monitoring).
- Serves as the interface for internal and external Health and Safety audits.
- Facilities and participates in investigations of incidents and accidents.
- Maintains records pertaining to corporate and OSHA-related incidences and illnesses and prepares appropriate reports.
- Manages staff selection, development and retention. Establishes and monitors work goals and objectives. Evaluates employees through performance reviews, ongoing coaching and feedback methods.
- Prepares and administers project-specific health and safety budgets as required and monitors and explains budget variances.
- Follows organizational policies and procedures and ensures staff compliance.
- Performs other duties as assigned.

- Detailed knowledge of applicable site health and safety regulatory compliance requirements (local, state and federal)
- Detailed understanding of how to prescribe, apply and assess compliance with applicable codes, standards and regulations
- Strong verbal and written communication skills

- Ability to manage and/or monitor multiple projects and activities occurring simultaneously
- Ability to work with employees at all organizational levels
- Detailed knowledge of commercial and government construction projects

Physical/Mental Requirements and Working Conditions
- Ability to gain site access at a nuclear power station
- Ability to occasionally sit, climb or balance, stoop, kneel, crouch, or crawl
- Basic speaking, reading and writing skills and ability to comprehend written and verbal instructions
- Ability to work in extreme weather temperatures (hot, cold, humid or dry)
- Ability to work independently and with others
- Ability to work well under pressure
