The primary purpose of this position is to assist First Commerce in fulfilling our Vision To Be Our Member's Financial Partner for Life. This is achieved through delivering Remarkable Member Service as defined by our Service Standards as well as building and maintaining strong member relationships through identification of member's financial needs and effectively recommending appropriate products and services to meet those needs.
The primary purpose of this position is to assist First Commerce in fulfilling our Vision To Be Our Member's Financial Partner for Life. The HRIS & Payroll Administrator is primarily responsible for bi-weekly payroll processing, HRIS administration, team member records management, policy interpretation and administration, and reporting for audit, compliance, HR metrics, dashboards, and analytics. Will assist the department in HR processes to include team member inquiries and relations, career planning and development, performance management, and the participation in coordination of credit union-sponsored team member events, services, and activities.
RESPONSIBILITIES:
- Serves as primary point-of-contact and subject matter expert for team members and supervisors for timekeeping and payroll matters.
- Compiles, processes, and approves team member time, deductions, and payroll data in dual control. Ensures team members are paid correctly and on time.
- Performs and inputs salary adjustments, promotion, and transfer information.
- Manages user access for timekeeping system and provides end-user training and technical support.
- Maintains and updates team member records within the payroll and HRIS systems, ensuring data accuracy for related audits and reporting. Performs system upgrades and stays up to date on innovations in HR technology and solutions.
- Routes electronic documents for appropriate approvals prior to entry into the HRIS system.
- Administers Synergy/Optical electronic filing system, ensuring timely and comprehensive upload of team member documentation.
- Administers onboarding of new hires, including electronic onboarding, eVerify/I-9 process, required state reporting, and new hire IT set ups. Participates in new team member orientations.
- Performs team member offboarding processes, including IT tickets, separation notifications to stakeholders, and HRIS data management.
- Designs, implements, and analyzes reports to determine the overall trends of the organization including monthly, quarterly, and annual reporting for HR department utilizing metrics, dashboards, and analytics.
- Maintains affirmative action program; files EEO-1 report annually; maintains other records, reports, and logs to conform to EEO regulations.
- Performs vendor data file uploads, compliance tracking, BLS multi-worksite reporting, worker's comp reporting, and general audit support and responses.
- Prepares regular internal reporting and ad hoc reports upon request.
- Completes employment verification requests and prompt unemployment responses.
- Collects, distributes and responds to department and intra-department mail.
- Administers various human resources plans and procedures for all credit union team members; assists in development and implementation of personnel policies and procedures; prepares and maintains policies and procedures manual. Participates in developing department goals, objectives, and systems.
- Creates and evaluates reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
- Complies with local, state, and federal regulations and relevant legislation.
Other Responsibilities:
- Performs job duties in accordance with policies established by the Board of Directors under the rules and regulations set by the National Credit Union Administration, the State of Florida, and any applicable State laws for financial centers located in other States.
- Complies with Reg E, BSA, OFAC, and CIP requirements such as reporting suspicious or unusual activity to manager.
- Fully supports in actions and words First Commerce's Vision, Mission, Core Values, and Service Standards.
- Attends meetings timely and as required; reports to work as scheduled and adheres to First Commerce's appearance guidelines.
- Performs other duties as assigned.
REQUIREMENTS:
- Exceptional verbal and written communication skills.
- Excellent interpersonal, organizational, follow up and coaching skills.
- Proficiency and accuracy with numerical calculations.
- Strong computer skills in a Microsoft Windows environment. Advanced Excel skills.
- Ability to work independently with minimal supervision.

EDUCATION AND EXPERIENCE:
- A minimum of a high school diploma. Bachelor's degree or candidates currently enrolled in coursework towards completion of Associate's or Bachelor's degree highly preferred.
- 3+ years of related payroll, HRIS records and database, compliance and/or auditing and reporting experience including preparatory experience.
- Knowledge of principles and practices of payroll and HR administration preferred.
- General knowledge of various employment laws and practices
- Professional certification in Human Resources (PHR or SHRM-CP) preferred.
- Valid, clean driver's license.
