Summary:
Oversee the IFPS program using the HOMEBUILDERS® model, including supervision of the program supervisors. Monitor model fidelity. The program manager reports to an agency administrator and is the liaison between the program and administration.
Primary Performance Objectives:
· Ensure service delivery is consistent with the HOMEBUILDERS® Standards
· On call 24 hours a day, 7 days a week to supervisors for consultation and support. Arrange coverage when unavailable.
· Provide back-up for supervisors whenever needed (e.g., clinical and consultation activities, taking referrals, other administrative duties).
· Schedule and maintain a flexible workweek to meet the needs of site / program staff, administrative staff, and other job responsibilities.
· Work with administration to provide resources and support for the program to meet HOMEBUILDERS® Standards, IFPS contracts, or quality improvement plans.
· Ensure agency adherence to all program components in the HOMEBUILDERS® Standards.
· Ensure supervisors adhere to all supervisor components in the HOMEBUILDERS® Standards.
· Support efforts to ensure client and staff safety.
· Attend team consultation meetings.

· Oversee program staffing
· Consult with supervisor regarding program, clinical, or personnel issues.
· Inform administration of serious programs, client safety, or staff issues and concerns.
· Establish and maintain positive working relationships with referring agency staff and other community professionals.
· Oversees the implementation of the evidence-based practice model.
· Maintain program licensure as a child placing agency.
· Provide input to the CFO and COO concerning the development of budget and ensure adherence to budgeting guidelines for the community-based program.
· Interview, hire, and train employee applicants.
· Oversight of billing for the HOMEBUILDERS® program.
· Makes changes as needed to program as contracts and Medicaid changes occur.
· Attend meetings of local state agencies and community groups as a representative of Epworth Children's Home.
· Participate as appropriate in the PQI process as assigned.
· Travel to programs and provide oversight to supervisors.

Supervisory Responsibilities:
· Supervises Community-based Supervisors of HOMEBUILDERS® programs
Qualifications:
· License preferred; Master's degree in psychology, social work, counseling or social services required.
· Experience working in the child welfare system; preferably with family preservation services
· Assume primary responsibility for hiring and on-the-job training of supervisors.
· Oversee program staffing
· Consult with supervisor regarding program, clinical, or personnel issues.
· Inform administration of serious programs, client safety, or staff issues and concerns.
· Establish and maintain positive working relationships with referring agency staff and other community professionals.
· Has a belief system and engages in faith practices that are compatible with those of the United Methodist Church
· Valid driver's license, vehicle in good working condition, and automobile liability insurance that meets minimum agency requirements.
· Must be able to pass standard background checks, including: drug screen, employment physical, SLED, DSS Central Registry and Sex Offenders Registry.
· Current First Aid and CPR certifications
· Must be at least 21 years of age, and must live in designated service area.
· Expertise with MS Word, email and the Internet. Familiarity with Excel preferred.
