Rapiscan Government Services is seeking a Government Contracts Manager to support its growing Federal Government Services Business. Rapiscan Government Services is a trusted leader in integrating advanced technologies and delivering multifaceted services to improve global security. We have built a solid team that provides training, IT, construction, equipment maintenance, surveillance, physical security, logistics, and more on government contracts in the security space within DoD, DHS and DOS.
Rapiscan Government Services team of Government Contracts Managers develop and administer U.S. Government bids, proposals, contracts and related contractual and regulatory-compliance materials. The candidate will have business skills/expertise in administration of complex federal government contracts for services, including classified programs, a thorough working knowledge of the FAR, and the ability to interact with customers and lead contract negotiations. The candidate will interact regularly with counterparts in other functional areas of the Company and therefore must be able to communicate effectively. This position reports to the Senior Manager, Government Contracts.
Responsibilities:- Administer U.S. Government prime contracts and subcontracts, and interface with business stakeholders on a daily basis to ensure contractual actions, including bids and proposals with the Sales and Bids/Proposals teams, are delivered on time.
- Daily support of the Bids/Proposals team in providing contract analysis and review of RFQ/RFPs and other competitive U.S. Government contract offers.
- Review solicitations, proposals, bids, and contract modifications, which may be classified or in connection with a cleared program. Activities include analysis of solicitation requirements, terms and conditions, payment terms, identification and mitigation of risks, and contract negotiation.
- Complete customer-requested representations and certifications.
- Work with business stakeholders, functional counterparts, and customers to resolve contractual issues.
- Daily administration of U.S. Government contracts and prime contractor-issued subcontracts of various types and complexity, to include MACs, GWACs, IDIQs, FFP, T&M, Cost-Reimbursement, etc.
- Review of contractual documents and negotiation of terms and conditions. Analyze contractual requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and Company policies and procedures.
- Prepare and administer correspondence, supporting documents, and contract documentation to ensure timely and coordinated submittal.
- Interact daily with Program Managers, Contracting Officers, and other operational representatives.
- Communicate contract policy and practice to internal business teams.
- Ensure contract review, approval and execution in accordance with corporate policies and standard operating procedures.
- Act as custodian of contractual and program records for assigned contracts.
- Handle classified, confidential and non-routine information.

Qualifications:
- Bachelor’s Degree, preferably in Business Administration or related field required.
- 8 years of contract management experience, including a full range of commercial and U.S. Government contract and subcontract types including MACs, GWACs, IDIQs, FFP, T&M, and Cost-Reimbursement. Experience with CRADAs desired.
- Active Secret (S) clearance required.
- Experience working with U.S. Government agencies, such as DoD, DOS and/or DHS.
- Must have strong background and knowledge of the FAR and other associated supplemental contracting regulations (e.g., DFARS, DOSAR, HSAR, etc.), required.
- Experience working for large prime U.S. Government contractors desired.
- Excellent communication and writing skills with both internal and external customers.
- Thorough knowledge of all appropriate ethical standards regarding contracting actions.
- Strong demonstrated knowledge of commercial contract terms and conditions.
- Ability to prioritize multiple tasks with competing urgencies.
- Must have the ability to make sound business judgments, handle multiple contractual activities with a short turnaround time, and work independently, as well as part of a team.
- Highly motivated and detail oriented with the ability to communicate effectively, solve problems and create trusting relationships with both internal and external clients.
- Must have experience in solicitation analysis, risk assessment, contract negotiation, and issue resolution.
- Experience drafting, negotiating, and administering subcontracts desired.
- Familiarity with DCAA approved accounting systems desired.
- Must be able to complete job responsibilities working with different time zone needs such as attending late night/early morning meetings by phone and/or web to meet business needs; travel required <5%.
- Certified Federal Contract Manager (CFCM) desired.
