Job TitleFederal Proposal Manager

Position Summary:
The IT Federal Proposal Manager is responsible for leading the development and submission of proposals for IT-focused federal contracts. This role requires a deep understanding of federal procurement processes, IT solutions, and compliance requirements. The IT Federal Proposal Manager will drive the proposal process from kick-off through submission, coordinating with internal teams and external partners to ensure that proposals are compliant, compelling, and accurately reflect the company's capabilities. The role is critical in securing new business and expanding the company's footprint in the federal marketplace.
Key Responsibilities
- Federal Proposal Development
- Lead the preparation and management of complex IT proposals for federal government clients. Ensure proposals comply with all federal regulations, including FAR (Federal Acquisition Regulation), DFARS, and specific agency requirements.
- Proposal Strategy and Messaging
- Develop and execute win strategies, themes, and value propositions that are tailored to federal agencies’ needs, aligning IT capabilities with client requirements.
- Cross-Functional Coordination
- Collaborate with internal stakeholders, including subject matter experts (SMEs), technical teams, legal, pricing, and contracts teams, to gather inputs and ensure the proposal is responsive, accurate, and competitive.
- RFP Analysis & Compliance
- Review RFPs, RFQs, and other solicitations to ensure complete understanding of the requirements. Identify critical compliance factors, and establish action plans to address them.
- Proposal Writing & Editing
- Lead the creation of compelling proposal content, including executive summaries, technical narratives, management plans, and past performance examples. Edit and refine drafts for clarity, style, and compliance with federal requirements.
- Proposal Process Management
- Oversee the proposal schedule, coordinating timelines, deadlines, and deliverables to ensure timely submission. Manage and track the proposal development process using proposal management tools (e.g., RFPIO, Qvidian).
- Proposal Review & Quality Assurance
- Conduct thorough reviews of proposal drafts to ensure high quality, clarity, and compliance. Manage the internal review and approval processes to ensure that all proposal sections meet required standards.
- Proposal Presentation & Submission
- Ensure the final proposal is polished and professional. Coordinate proposal submission via electronic platforms (e.g., e-Business, FedBizOpps) or physical delivery in accordance with RFP instructions.
- Client Engagement
- Participate in pre-proposal meetings, bid/no-bid decisions, and client debriefings, when applicable. Help develop responses to clarification requests or questions from federal agencies during the proposal evaluation process.
- Post-Submission Support
- Support follow-up activities such as answering RFP questions, clarifications, and managing any post-submission amendments or updates.
- Proposal Repository Management
- Maintain a repository of proposal templates, boilerplate content, and technical solutions for future use, ensuring that content is regularly updated.
- Continuous Improvement
- Contribute to the ongoing refinement of proposal processes, tools, and templates. Stay up-to-date with federal procurement trends, IT innovations, and industry best practices.
Qualifications:
Education and Experience
- Bachelor’s degree in Information Technology, Business Administration, or a related field. A Master’s degree or industry certifications (e.g., PMP, APMP) is a plus.
- 5+ years of experience in federal proposal management, specifically in IT services, technology solutions, or related fields.
- In-depth knowledge of the federal procurement process, including FAR, DFARS, and agency-specific requirements (e.g., GSA Schedules, IDIQs, BPAs).
- Proven experience managing full-lifecycle proposals, particularly for complex IT contracts in the federal sector.
Skills and Competencies
- Strong written and verbal communication skills, with the ability to articulate complex IT solutions in clear, persuasive terms.
- Project management expertise, including the ability to manage multiple proposals and deadlines simultaneously.
- Deep understanding of IT solutions and technologies, with the ability to translate technical information into business-oriented proposal content.
- Ability to coordinate multiple contributors, ensure timely delivery, and maintain high standards of quality control.
- Proficiency with proposal management tools (e.g., RFPIO, Qvidian, SharePoint) and the Microsoft Office suite (Word, Excel, PowerPoint).
- Strong attention to detail and ability to ensure compliance with complex requirements and submission guidelines.
- Ability to work independently and as part of a team in a fast-paced, deadline-driven environment.
Additional Desirable Skills:
- Experience with government contract compliance (e.g., cybersecurity requirements, ITAR, 508 compliance).
- Familiarity with federal agency technical systems, such as FedBizOpps, SAM.gov, and GSA eBuy.
- Experience developing pricing strategies and cost proposals for federal contracts.
