Maximus is seeking a Contracts Manager to join our team supporting the Federal Market. This role is 100% remote.
The Contracts Manager role requires thorough knowledge of the rules and regulations of government contracting, including knowledge of the FAR. The Contracts Manger will be responsible for providing administrative and management support to a portion of the Maximus Federal Contracts portfolio. The successful candidate will serve as the primary Contracts point of contact for an operating unit within the Federal segment, support proposal activities, as well as performing the contracting life cycle from pre-award and execution to close-out. The Contracts Manager will work with contracts and subcontracts managers, directors and VPs, business development and client facing company VPs, directors and program managers on contractual activities both pre- and post-award.
Essential Duties and Responsibilities:
- Oversee the review of proposals and contracts prior to signature or negotiation to ensure that all factors have been considered and all necessary information has been gathered.
- Oversee the negotiation of contractual agreements to ensure that the terms and conditions are in the best interest of the organization and client.
- Review all change notices and amendments to major contracts (including all contracts with development efforts) affecting period of performance, funding, cost, or changes to the technical specifications.
• Serve as primary contracts administrator performing all contract related activities for large portfolio of contracts in the Federal market, including CDC and VA customers.
• Interact and communicate as appropriate with finance/accounting and business team disciplines for kickoff meetings, resolution of contract issues, and disputes.
• Maintain contract database and associated files.
• Communicate proposal/program risk areas and make recommendations to project staff and management in terms of risk potential, technical capability, corporate/legal impacts, etc.
• Maintain liaison with customer to anticipate and resolve contract administration matters.
• Assure compliance with contracting policies and procedures including internal approval and documentation for any new proposal activities.
• Serve project team as the focal point for resolving questions regarding compliance with contract terms, government regulations and company policies.
• Take the lead in drafting narrative content for business proposals
• Review Basis of Estimate information in support of proposal efforts to ensure accuracy and consistency with the approach described in the proposal narrative.
• Review and approve monthly invoice submissions, including cost variance explanations.
• Coordinate with Finance to ensure sufficient funding and communicate funding status and updates to the government as needed.
• Provide pre-planning guidance to team members to ensure RFP/RFQ requirements can be achieved and assist in developing strategies to maintain compliant proposal responses.
PROJECT SPECIFIC MINIMUM REQUIREMENTS:
• US Citizenship
• Bachelor's degree and/or 5+ years of contract administration experience with evidence of increasing job responsibilities
• Work on issues where analysis of situations or data requires an in-depth knowledge of contractual and organizational objectives.
• Develop solutions to a variety of complex contractual problems.
• Good organizational skills and attention to detail.
• Regularly interact with senior management or executive levels on matters concerning contractual issues across the portfolio.
• Require the ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship.
• Excellent communication skills, both written and verbal, to be utilized with internal and external customers.
Minimum Requirements
- Bachelor's degree in related field.
- 5-7 years of relevant professional experience required.
- Equivalent combination of education and experience considered in lieu of degree.

• Experience working with CDC and VA agencies

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
