MAJOR RESPONSIBILITIES AND DUTIES
• Performs the daily accounting functions required to maintain FRA's general ledger including, but not limited to account reconciliations, check runs, recording of revenue and expenses, etc.
• Creates the annual FRA budget and reports progress against budget on a monthly basis
• Creates monthly financial statements and analytical reporting that meets the needs of a variety of users, including senior executives, Members and the Board
• Serves as the primary point of contact for FRA's external annual financial statement audit
• Coordinates preparation and submission of the annual IRS Form 990 as well as other state and federal filings
• Responds to audit requests from Internal Audit, the DOE site office and other agencies
• Executes control procedures exercising independent decision-making in assigned area of responsibility
• Resolves complex accounting issues
• Coordinates monthly and annual closing activities
• Works closely with the Members to maintain vendor relationships
• Performs cash flow projections and management
• Maintains an organized set of detailed records and files to document financial transactions
• Makes and implements recommendations to improve accounting processes and procedures
• Performs other duties as assigned or required
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
• Strong understanding of Generally Accepted Accounting Principles (GAAP) and Cost Accounting Standards
• Experience with governmental/educational/non-profit accounting principles and procedures preferred
• Ability to develop and establish financial policies and procedures
• Ability to work independently with little supervision, once trained
• Experience with budget formulation
• Experience with financial statement audits and engaging with internal and external auditors
• Ability to analyze financial data and to prepare accurate reports in a timely fashion
• Knowledge and ability in the use of a personal computer and centralized enterprise software (ORACLE, MS Office, Sage, OBIEE) and Excel.
• Strong organizational skills and the ability to maintain detailed records
• Ability to exercise initiative and sound judgment and to react with discretion under varying conditions
• Ability to effectively interact with a diverse group of people
• Ability to set priorities and handle detailed work with accuracy
• Excellent oral and written communication skills
EDUCATION AND EXPERIENCE
• Bachelor's degree in Accounting and a minimum of 7-10 years of financial accounting experience
• A CPA is preferred
• Audit experience required
• Experience reporting to senior executives or a Board preferred
• A background within a university, non-profit, federal agency or national laboratory is preferred
projects/tasks; coordinating project renewals/extensions; invoicing; monitoring and reporting non-DOE expenditures and available funding; and overseeing compliance with and Contracts group administers the non-DOE contract funds at the Laboratory. As such, this group's responsibilities include, but are not limited to, establishing new non-DOE projects/tasks; coordinating project renewals/extensions; invoicing; monitoring and reporting non-DOE expenditures and available funding; and overseeing compliance with regulations imposed by both federal and non-federal sponsors.
