About the Job
GovCIO is currently hiring for an Engineer/Scientist 4 to provide technical support to the Navy’s Fleet Submarine Very Low and Low-Frequency Broadcast Engineering Support team. This position will be located in Charleston, SC and will be an onsite position.
Responsibilities:Provides installation, technical expertise, and training for all telecommunications equipment and components. Installs, configures, terminates and tests all telecommunications equipment, cables, connectors, and interfaces. Performs intricate alignment and calibration procedures to ensure telecommunication systems are operating efficiently. Maintains telecommunication equipment and component inventory, asset management, media production equipment and facilities as well as fixed installations at various company and/or client sites. Resolves system operational problems by troubleshooting and performing fault isolation. May supervise telecommunications technicians, outside contractors providing technical support and media production services.
- Provides installation, technical expertise, and training for all telecommunications equipment and components.
- Installs, configures, terminates, and tests all telecommunications equipment, cables, connectors, and interfaces.
- Performs intricate alignment and calibration procedures to ensure FVLF/LF radio transmitter systems are operating efficiently.
- Resolve system operational problems by troubleshooting and performing fault isolation.
- Diagnose equipment malfunctions and perform maintenance and repairs based upon manufacturer specifications and recommendations.
- Responsible for engineering and/or installation activities within the telecommunications function including engineering, implementation, diagnostics, and operations/user support.
- Monitors the operation of Radio Frequency (RF) network systems and transition mediums.
- Performs complex tasks relating to telecommunication network operations, installation, and/or maintenance for local, off-site, and/or remote locations.
- Gather technical requirements, conduct surveys and engage with clients, constructions crews, utility personnel, and various government departments.
- Test, troubleshoot and repair circuit boards/cards if required.
- Proficiently handle wiring and cabling installation and termination tasks.
- Serves as a technical specialist for the resolution of complex RF Transmitter network problems.
Bachelor's with 8+ years (or commensurate experience)
Required Skills and Experience
- Clearance Required: SECRET
- BS degree in Software Engineering, Computer Engineering, Computer Science, Electrical Engineering, Mathematics or Physics with Six years of experience with high powered radio transmitters, antenna tuning systems, antennas, electromagnetic propagation and allied fields, to include: Systems Analysis, Systems Architecture, Systems/Equipment Support, Test and Evaluation, and Logistics support of C4ISR requirements.IAT Level I Certification or comparable training.Ten (10) years of experience in research development, commissioning, test, and evaluation, to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specifications, System Analysis, Systems Architecture, Systems/Equipment Integration, Test and Evaluation Criteria, and Logistics Support of C4ISR requirements. Five (5) years of technical experience in design, development, commissioning, and test of real-time control systems for Navy FVLF/LF high powered radio broadcast transmitters, to include demonstrated experience in design, commissioning, and test of real time control systems for at least three Navy FVLF/LF radio transmitters with electronic controls. Demonstrated experience and proficiency in at least four of the six following programming languages: RS Logix, Intellution iFix, C/C++, Labview, Visual Basic, and VHDL.
- Ten (10) years of practical experience to include:
- Electrical engineering support to C4ISR systems.
- Minimum ten (10) year of experience, including design, preparation and modification of engineering documents, and drawings.
- Understanding and/or experience desired in Allen Bradley Control Systems architecture, High Voltage RF, Corona Treatments, RF Tuning Networks.
- Ability to interpret and implement electronic, electrical, mechanical, and installation schematics and drawings.
- Proficiency in using miscellaneous test equipment such as oscilloscopes and signal generators.
- Understanding of electrical and electronic theory.
- Experience in circuit modelling, design, and repair.
- Knowledge of NAVELEX 0101,110 (series) criteria and its practical applications.
- Methodical engineering approach with exceptional attention to detail.
- Understanding and/or experience with PLC programming.
- Outstanding communication skills.
- Electronics repair, maintenance and checkout. Formal electronics training, to include: Installation Tasks, Soldering, Cable Dressing, Cable Tray, Conduit, and Making/Repairing Connectors
- Ability to navigate and resolve ambiguity effectively.
- Mathematical aptitude.
Preferred Skills and Experience:
Strongly desired: Electrical installation and systems installation knowledge.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Posted Salary Range:USD $120,000.00 - USD $147,000.00 /Yr.
