Summary The Projects and Engineering Branch is responsible for the execution of facility projects ranging from less than $100,000 to more than $100 Million. The incumbent will serve as a Project Manager responsible for managing all phases of facility projects including planning, design, and construction. The position requires oversight of multiple contract types and close customer coordination. Expertise in Facility Automation and/or Electrical Engineering is also required. Responsibilities Performs multiple technical management functions which may include planning, design, test and evaluation, cost and schedule analyses, leading design reviews, contract negotiations, program and project management, and quality management for projects. Develops project management plans, cost estimates, schedules, requirements, integration plans, and data handling approaches. Negotiates with the institution, other NASA centers and Government agencies for services to accomplish the program/project. Guides project requirements through the entire facility project duration to include planning, design, construction, activation, and closeout. Manages overall development and operational efforts for a significant and complex portfolio of NASA projects with multiple interfaces and extensive scope and variety. Coordinates and communicates with customers to understand project requirements. Conducts formal technical reviews such as System Concept Review, System Requirements Review, Preliminary Design Review, Critical Design Review, Test Readiness Review and Operation Readiness Review, and review of Project documentation. Monitors construction activities to assure that construction techniques are consistent with engineering design. Oversees development and maintenance of the project plan, meeting technical requirements, schedule, budget, risks, significant milestones, workforce plan, and organizational and functional assignments. Reviews conceptual designs and associated construction costs for selection of the most advantageous and cost-effective design. Approves construction cost estimates and assists in the evaluation and negotiation of construction proposals. Fosters a culture of engagement, diversity, inclusiveness, excellence and innovation. Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Supporting the design, inspection, or performance of facility construction projects; Assisting senior level engineers to support engineering reviews, studies, troubleshooting, or design development in facility construction projects; Coordinating with a project team, working group, or customers to identify project issues. Education Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following: a) Engineering from a college or university that has ABET accredited engineering programs b) Physical Science, Mathematics, Life Science or other field of Science c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations. If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above. Degrees in engineering technology are not considered qualifying for this position.
