As a result, we're looking for a Drug Supply Reduction Monitoring and Evaluation Specialist who will be seated inWashington, DC. SECURITY CLEARANCE: A Secret security clearance is required for the position; however, the contractor can begin work with an interim Secret clearance. PERIOD OF PERFORMANCE: One (1) Year from the Date of Assignment with the potential for four (4) follow-on Option Years. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
INL's Office of Global Policy and Programs (INL/GPP) leads the Bureau's policy development and program management in the area of drug supply reduction with a specific focus on synthetic drugs, including opioids. INL/GPP is responsible for working with various counterparts across the Department of State and within the U.S. interagency, including the Department of Justice, the Drug Enforcement Administration, the Department of Homeland Security, U.S. Customs and Border Protection, and the Department of the Treasury. In addition, international organizations, non-governmental organizations, and the private sector also form key partners in INL efforts to reduce the supply of synthetic drugs. POSITION DESCRIPTION The Drug Supply Reduction Monitoring and Evaluation Specialist, referred to as Specialist, for the remainder of this document, will collaborate with INL program staff, project implementers, and colleagues to develop performance monitoring plans including designing evaluations to gauge the effectiveness of DSR programs using rigorous social science methods particularly in the area of synthetic drugs. The Specialist may also use quantitative and qualitative methods to analyze project performance data and visualize patterns and findings, in support of decision-making about the design of INL programs and policies. LEVEL OF EFFORT Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day. The level of effort for this position is equivalent to the labor category Program Advisor / Specialist Level 3. TELEWORK This position has been designated as 60% telework and will require the incumbent to report to the physical work location four days per federal government pay period (2 days per week). This designation does not guarantee telework privileges for the contractor employee; INL reserves the right to expand the requirement for in-person presence at the physical work location if the contractor employee is unable to successfully perform the duties and responsibilities of the position remotely. INL may also require the incumbent to report to the physical work location additional days within a pay period as required to support office or program needs.
Telework must be authorized in advance by the INL/GPP Office Director, INL Contracting Officer (CO), and Contracting Officer's Representative (COR), in accordance with Department of State and INL policies. Travel is authorized for this position in accordance with the award and shall not exceed the designated ceiling. TRAINING This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. These trainings do not require INL Contracting Officer (CO) approval. Travel related training (i.e., FACT (CT650), HTSOS-C etc.), may be required, if applicable. The contractor's Program Manager (PM) shall coordinate with INL/EX/GAPP to determine if applicable and if INL CO's approval is required prior. All other training requires INL CO approval. DUTIES AND RESPONSIBILITIES * Participate as a team member responsible for the Drug Supply Reduction performance monitoring plans in support of the Supervisory Foreign Affairs Officer/Team Leader. * Advise the Supervisory Foreign Affairs Officer/Team Leader on the overall and specific implementation of the Drug Supply Reduction performance monitoring plans. * Develop and monitor evaluations (impact, outcome, and process) of INL programs in accordance with INL evaluation standards, including:
o Design and/or review of research questions, in collaboration with INL program staff and/or project implementers;
o Design and/or review of research strategies, including data collection and methods;
o Design and/or review of survey questionnaires, focus group discussion guides, and sampling plans;
o Supervision and monitoring of data collection, potentially including field visits;
o Rigorous review and quality control of analysis provided by project implementers;
o Independent cleaning and analysis of monitoring and evaluation data; and
o Written and oral reporting, including visualization of findings and recommendations for future projects, primarily aimed at a general audience of policymakers, but with preparation for engaging technical specialists. * Design performance monitoring plans in collaboration with INL program staff and in accordance with INL project design and monitoring standards monitors data collection, and modifying plans as needed to ensure best performance. * Provide reports and updates on project monitoring evaluation to INL management, as needed. * Support broader project design, monitoring, and evaluation efforts as needed. MINIMUM QUALIFICATIONS * U.S. Citizenship * A Bachelor's degree from an accredited institution. * Four to six years' experience in relevant field; Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines; * Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process; * Ability to communicate effectively, both orally and in writing, with a wide range of players; * Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis; * Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents; * Demonstrated knowledge of issues related to development, foreign assistance, politics and economy, sociology, anthropology, or narcotics and law enforcement; * Demonstrated knowledge of monitoring and evaluation of foreign assistance programming and/or other international program evaluation, including specialized knowledge of international programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines; * Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis. * Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents; * Demonstrated knowledge of issues related to development, foreign assistance, politics and economy, sociology, anthropology, or narcotics and law enforcement; * Demonstrated knowledge of monitoring and evaluation of foreign assistance programming and/or other international program evaluation, including specialized knowledge of international programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines; * Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis.
