Idaho National Laboratory (INL) is seeking an accomplished leader to serve as the Director of Safeguards and Security (SS). This key position holds the responsibility of ensuring the highest level of security for INL's facilities, including the protection of nuclear materials and sensitive information. As a member of the senior leadership team, the Director will direct a comprehensive security program with a budget exceeding $170 million annually and oversee a staff of 500+ including a dedicated protective force. Additionally, the Director partners with the INL Laboratory Director, the two Deputy Laboratory Directors, and the laboratory Senior Leadership Team, on strategy development and implementation.

Key Responsibilities:
- Build Collaboration and Partnerships
- Build and strengthen partnerships and connections with DOE and other stakeholders.
- Provide visible community and regional leadership, paying careful attention to local, State, and regional relationships and communications.
- Work in collaboration and partnership with the laboratory senior leadership team.

- Provide inspirational and strategic leadership for SS programs' continued growth, impact, and maturity.
- Create and drive vision through leadership, exploration, confidence, and resolve.
- Manage the risks of leading a complex, dynamic organization by balancing responsible, safe operations and innovation.
- Set Strategy and Deliver Performance
- Lead the strategic planning, development, implementation, and administration of the SS program across INL to safeguard personnel, nuclear materials, information.
- Oversee the management of physical security measures, including access control systems, surveillance, and response capabilities for all INL site operations.
- Maintain up-to-date knowledge of emerging security technologies, threats, and industry best practices to continuously improve the SS program.
- Prepare and manage the SS budget, ensuring that resources are appropriately allocated for maximum efficiency and effectiveness.
- Ensure the proper control and accountability of nuclear materials in compliance with federal and state regulations and DOE orders.
- Direct the protection of classified and controlled unclassified information through vigorous information protection programs.
- Develop People and Culture
- Command a well-trained protective force of over 250 security police and special response officers to ensure continuous, effective security operations.
- Attract and develop high quality talents to lead and deliver impactful results.
- Lead and enhance a senior management team that effectively leads SS programs as a team, enhancing internal collaboration and engagement within and across organizational lines.
- Maintain and advance a healthy, positive, and inclusive work environment that promotes and enhances excellence and innovation and reinforces INL's values.
- Build Reputation
- Collaborate with local, state, and federal law enforcement agencies to enhance security measures and coordinate responses to incidents.
- Work closely with DOE security program and oversight officials in local and Washington DC offices, including regular interactions with the DOE Idaho Operations Office.
- Communicate effectively with a range of stakeholders, including INL staff, government agencies, and the public to promote security awareness and compliance.
- Partner with the Insider Threat Program and the Idaho Field Office Senior Counterintelligence Officer to mitigate risks posed by insider and/or foreign threats.
Qualifications
Minimum Requirements:
- Bachelor's degree in a related field such as Criminal Justice, Security Management, or a technical discipline; advanced degree preferred.
- Minimum of 15 years of leadership experience in security operations, preferably within a government, military, or nuclear facility environment.
- Proven track record of managing large-scale security programs and budgets.
- Extensive knowledge of physical security systems, nuclear materials control and accountability, and information protection practices.
- Demonstrated ability to collaborate with law enforcement and intelligence community partners.
- Strong leadership and decision-making skills with the ability to inspire and direct a large security force and program management and support staff.
- Excellent communication and interpersonal skills, with the capacity to handle sensitive information discreetly.
- This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
Job Information:
- The pay range for this position is $245,800 - 302,824. At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
