About the Job
The Director of the Learning Center is responsible for supervision and management of everyday operations of the Learning Center which houses the HEOP program/grant (Trocaire Opportunity Program-TOP), tutoring, learning labs, supplemental instruction, and computer lab. This position is also responsible for the development of learning support programs and operations associated with student academic preparation and remediation of identified skills. The Director must have the ability to make administrative and procedural decisions; ability to interpret policy and establish methods and procedures; ability to determine work procedures, assign duties, promote efficiency; collaborate with relevant leadership regarding strategic planning, marketing, and process improvements.
Knowledge of college policies, procedures, and practices; knowledge of the Family Educational Rights and Privacy Act (FERPA), Arthur Eve Opportunity Grant, Title VII, Title IX, ADA and other applicable laws pertaining to employment and education; understanding of Learning Center and College services and activities; ability to plan, organize and implement assigned responsibilities and to work well under pressure to meet deadlines; excellent organizational, analytical and planning skills; ability to participate as a team member, ability to understand and interpret rules and regulations, and ability to adjust to change; skill in budget development and management; ability to handle confidential material judiciously; understanding of developmental education programs.

Primary Job Duties/Responsibilities:
- Supervise, hire, train and schedule personnel as assigned. Assist with search committees for new employees.
- Coordinate scheduling for all components of the Learning Center
- Serve as Director of Trocaire's Opportunity Program (TOP); supervise TOP Coordinator; develop programming; oversee summer program; assess program; author periodic reports; work collaboratively with other college offices to serve students participating in the program; budget management and of program
- As the Director of Trocaire's Opportunity Program under HEOP, the director will be responsible for timely submission of HEOP annual budgets (FS10's), amendments (FS10A's) as needed, and HEOP interim and final reports as requested by NYSED
- Develop and implement Learning Center policies and procedures.
- Develop and monitor department budget.
- Stay abreast of current and developing trends in Developmental Education and learning assistance programs.
- Design and organize tutor training content and delivery methods
- Develop Academic Support Workshops for targeted at-risk classes.
- Maintain records, reports, and departmental data for certification, grants applications and assessment purposes.
- Track and assess effectiveness of all programs under the Learning Centers prevue.
- Support efforts associated with the college's strategic and other assessment plans; develop and implement assessment tools to evaluate effectiveness and identify areas for improvement.
- Develop programs to support students in transitioning to college
- In collaboration with Academic Deans, Program Directors and faculty, develop programming to address remediation and retention.
- Work with faculty and advisors in addressing student learning outcomes and concerns.
- Work with the Director of Student Engagement to promote services through educational workshops.
- Support faculty to enhance student learning and develop success strategies in the programs.
- Familiarity with standardized tests and procedures
- Understanding of ADA, its implications and familiarity with the most current adaptive technology.
- Communicate effectively in a professional, tactful and courteous manner with students, employees, faculty, and the general public.
- Ensure that all activities are conducted within the established guidelines of the Family Educational Rights and Privacy Act (FERPA).
- Perform assigned responsibilities, duties, and tasks according to established practices, procedures, techniques, and standards in a safe manner and with minimal supervision.
Minimum Qualifications:
- Master's degree in education, educational counseling, higher education or related field
- Minimum of three years of experience in higher education in an administrative or management capacity
- Minimum of three years of experience in a learning center environment
- Minimum one year of experience in each testing, tutoring, and academic coaching/support
- Demonstrated ability to establish and maintain collaborative and effective working relationships with students, faculty, staff, administration, and governing boards
- Ability to sustain communication with diverse groups, anticipate problems, reconcile conflicts, and maintain a strong philosophical base for student engagement, and possess a student-centered philosophy and approach to work
- Strong organizational, communication, and interpersonal skills; detail oriented
- Ability to effectively communicate ideas and information, in written and oral format, to students, staff, professional colleagues, governing boards, and the general public
- Availability to work one or two evenings per week and occasional weekends
- A commitment to enriching the lives of students by promoting a positive learning environment; enhancing the quality of the student experience; and philosophically supporting programs and policies that facilitate student success.
