General Information & Responsibilities
The Director for Facilities provides administrative and management direction for existing operational and staffing activities in the maintenance, custodial and grounds departments. The Director is responsible for the planning, implementation, management and monitoring of all physical equipment, buildings, grounds and plant equipment for all Black Hawk College campuses and locations. The Director is responsible for the project management of all Capital Projects including Protection, Health & Safety and Deferred Maintenance.
Description of Duties
DESCRIPTION OF ESSENTIAL DUTIES:
a. Develop and implement short- and long-term facility plans aligned with institutional goals
b. Develops and maintains the annual budget including district-wide capital operations, protection, health and safety for the facilities, deferred maintenance, planning and operations and maintenance department.
c. Maintains accurate building design information and compliance reporting with the Illinois Community College Board (ICCB).
d. Responsible for maintaining annual Resource Allocation and Management Program (RAMP) submission to ICCB.
e. Responsible for maintaining an active list of deferred maintenance projects and prioritization and the related reporting to ICCB.
f. Manages District construction projects and provides frequent updates regarding the schedule and the budget to the Executive Vice President.
g. Oversee daily operations of facilities management, including maintenance, custodial, grounds and campus services.
h. Supervise and develop the facilities team promoting a culture of safety, efficiency and excellence.
i. Develop, implement and monitor safety programs and emergency response plans in conjunction with Risk Management and Facility Superintendents.
j. Represents the college with consultants regarding grant funding and rebate programs.
k. Explore opportunities for energy efficiency and waste reduction, promoting and implementing sustainability practices across the district.
l. Collaborate with college personnel to address facility-related needs and concerns.
m .Manages facility leases as well as maintenance and repair contracted services.
DESCRIPTION OF OTHER DUTIES
a. Responsible for facility safety and meeting ADA compliance standards.
b. Serves as representative on appropriate committees including the College’s Safety Committee capital and the Capital Committee Working with the Risk Management department and Campus Superintendents, responsible for proper storage, use and disposal of all chemicals utilized by reporting departments.
c. Performs other duties as assigned.

PRINCIPAL WORKING RELATIONSHIPS:
a. Works directly with the Executive Vice President
b. Works cooperatively with Administration, other supervisors, faculty and staff.
c. Works directly with the Risk Management department to provide a safe learning and working environment.
d. Directly supervises the Superintendents for EC and QC and indirectly the facilities personnel, maintenance, grounds and custodial.
Education & Experience
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.)
a. Bachelor’s degree in Facilities Management, Engineering, Architecture preferred or in lieu of a Bachelor’s degree a minimum of eight (8) years of facilities experience required.
b. Minimum of five (5) years management experience including supervision of employees required.
c. Construction project management experience preferred.
d. Experience with Brightly (School Dude) software, Building Automation Software, Drinking and Waste Water Systems preferred.
e. High level of communication and analytical skills required.
f. Knowledge of and experience in budgeting preferred.
g. Basic computer skills and experience with Microsoft Suites required.
h. Working knowledge of OSHA regulations required.
i. Experience working in and/or managing in a union environment preferred.
j. Valid driver’s license required.
