About the Job
Reports to the Vice President of Finance. Responsible for designing and implementing system-wide data analytics procedures with the goal of facilitating actionable insights that drive decision-making. Implements data warehouses, data marts, dashboards, scorecards, metrics, and reporting for clinical and business operational needs and quality improvement. Provides leadership for the enterprise analytics function, including managerial oversight of the data engineering team (hiring, terming, strategic direction, performance evaluation, etc.). With the assistance of the Vice President, develops and monitors the budget for the enterprise analytics team. Leads the design, development, testing, enhancement, documentation, and ongoing support of software applications, databases, and system interfaces to support business and patient care processes. Evaluates, selects, and implements new technologies and development tools for data warehousing, data mining, reporting, dashboards, and application design, development, testing, and documentation. Oversees the creation and implementation of technical standards for development, testing, and documentation, and facilitates continuous quality improvement efforts.

Leads the development and maintenance of a system-wide data analytics platform and function by:
- Designing and managing processes to ensure the accuracy, availability, usability, relevance, and faithful representation of data for decision makers at every level and in every entity of the organization.
- Leading the development, build, and maintenance of a system-wide data analytics platform designed to provide useful, easily accessible, and actionable insights.
- Developing and implementing data collection systems to optimize efficiency and data quality.
- Establishing and communicating data governance policies to ensure consistency and reliability of data.
- Ensuring that the use of enterprise analytics applications enhances business decision making capabilities by understanding the data needs of the business, establishing best-practices, and coordinating education of end-users.
Oversees the enterprise analytics function, including managerial oversight of the data engineering team, with the goal of:
- Developing the enterprise analytics team, including needs assessment, strategic planning, and (as necessary) hiring, terming, and evaluating the performance of members of the team.
- Managing a team of developers with the following goals:
- Collecting, organizing, analyzing, and disseminating significant amounts of information with attention to detail and accuracy.
- Running regular reports accurately and on a timely basis.
- Designing and building ad-hoc reports or dashboards that provide actionable and meaningful information.
- Working closely with management to prioritize business and information needs.
- Assisting end-user departments to use data to draw conclusions and recommendations for action.
- Filtering and 'cleaning' data to ensure the utmost level of data integrity.
Develop and apply a structured methodology to promoting the utilization of data at Beacon by:
- Educating and promoting a data-driven culture at every entity and at every level of the organization.
- Supporting the enterprise analytics �hub and spoke� structure by understanding the needs of end-user analysts and designing data solutions to provide necessary information when and where it is needed.
- Ensuring data quality standards by designing and implementing appropriate data governance policies according to priorities established by the Beacon Health System Data Governance Council.
- Establishing and managing a comprehensive data quality program across the organization according to priorities established by the Beacon Health System Data Governance Council.
Performs other functions to maintain personal competence and contribute to the overall effectiveness of the department by:

Education and Experience
- The knowledge, skills and abilities as indicated below are normally acquired through the successful completion of a bachelor�s degree in data analytics, data science, informatics, database management, business, economics, or a related field. Master's degree in business or data science preferred. A minimum of five years of experience in data analytics or database management, preferably in a healthcare setting, is required.

- Requires an in-depth technical expertise regarding query writing, data models, database design development, data mining and segmentation techniques.

Working Conditions
