ServiceNow Platform Application Developer
JOB DESCRIPTION:
This new ServiceNow Low/Pro Code Platform Software Application Developer works alone, or on a designated team, producing mission-critical and/or ancillary software applications for a specific State Agency. The development workflow is using the latest industry leading SAFe Agile development methodology. The position is within the Division of Technology Services (DTS) Application Development field unit which serves the Utah Department of Corrections (UDC), It also serves the Board of Pardons and Parole (BOPP).
This is a new position being created to lay the foundation for the adoption and use of the ServiceNow Low Code Now Platform for developing applications. This contract SN Developer, serving as an augmented resource, will be a key contributor in four areas:
A. Establishing the SN platform development technical environment and procedures.
B. Integrating and following the enterprise level SN Platform Governance structure with the unit's Software Development Methodology (SDM).
C. Perform SN Platform Low/Pro coding work itself for approved development projects.
D. Provide mentoring, as assigned, with in-house development staff on the new platform.
The position is equivalent to the state's classified IT Analyst III/Developer at an expert-level, lead position that may also mentor other programmers. This position requires advanced knowledge, skills, abilities and experience with the platform, application coding generally, technical environments, development tools and typical application development processes.
The SN Developer may perform assignments either as a stand alone project, or as a project integrated with the work of a designated Agile Team.
Primary Duties:
- Member of assigned Agile Development Team(s):
- Participate in planning sessions to coordinate on development requirements,
- Participate in other meetings to address and report on development activities,
- Assess specifications and provide time estimates to complete assignments,
- Follow the Software Development Methodology (SDM) processes and
detailed requirements,

- Use development tracking software to collaborate and document development assignments,
- Address and enforce screen and other standards in development work.

- Fulfill the Developer duties on assigned product epics/features/stories,
- Assist other Developers as needed to help meet Team goals and deadlines,
- Provide feedback on common or unique challenges found in development,
- Prioritize assignments and work flow to meet established deadlines.
- Work effectively with Information Analysts, Database Administrators, System Administrators, Internal Testers, Business Analysts, Project Managers, external technical partners and DTS Enterprise experts.
- Developer Duties:
- Follow the Enterprise proscribed Governance process for the assignment and reporting of SN Platform projects.
- Follow the Unit SDM for the development steps in the process,
- Use the tracking software to document the development activities and results (JIRA),
- Use the tracking software to coordinate and assign issues with others,
- Participate/perform analysis and design activities for requirements, specifications, workflow and user interface designs on assigned projects,
- Perform coding tasks on application screens and their internal technical functions to ensure all the specific defined requirements have been met,
- Coding work includes:
- Low Code configuration and tuning,
- Pro Code customization when required, and
- Integration configuration,

Special considerations
- Length of time with direct work experience employed as a programmer developing and maintaining computer software applications and programs using the ServiceNow Low Code / Pro Code Platform development tool(s).
- Direct participation as a principle developer on projects building or maintaining mission-critical applications for a medium to large size private or public organizations (i.e 1,000 or more employees).
- Training and experience with development methods and approaches to application security, specifically with low code / pro code platforms.
- Academic qualifications in the computer science field.
The DTS / UDC - BOPP Unit provides support on the following applications:
The UDC depends heavily on major, mission-critical software applications
for its direct operational and information needs. The UDC is responsible for all aspects
of adult criminal offender management from Court referrals and sentencing
investigations, through prison admission and management, education and treatment,
release preparation, supervision on probation and parole, and many administrative and
support processes. The main system being supported is O-TRACK (Offender Tracking). It's sub- modules include: Prison Operations, Adult Probation and Parole, Community Correctional Centers, Offender Programming, and the Board of Pardons and Parole. It interfaces with UDOCA for Document Management. The Staff Information System, Volunteer Tracking and other minor web-based administrative applications are also supported. There are Public and Internal Web Sites for the UDC and Utah Correctional
Industries. There are numerous data service interfaces with external law enforcement
and other allied agencies. There are initiatives planned for development and access for
the use of mobile devices and other emerging technologies. Application security issues
and initiatives are part of all development work.
The SN Developer will be a new role, inventing the use of this technical platform to branch out into creating functional units to attach to O-TRACK, which is being migrated to a new database, cloud environment and UX upgrade. And, to jump start the provision of low code products for multiple waiting apps across the agencies.
Oversight:
An IT Manager on the unit provides contract oversight and performance monitoring. For work assignments, the SN Developer works under the leadership of a Scrum Master or Project Manager. Together with the other Developers, they form a Developers Group led by a Lead Developer. All of the unit's DevOps Teams are part of a larger organization called the Agile Release Train (ART), led by a Release Train engineer (RTE).
The candidate will have the capacity to simultaneously handle multiple assignments, although the normal expectation is a work in progress (WIP) concept of linear single story assignments. Must have the ability to effectively communicate about detailed requirements with business users and other technical programming staffs.
