Collaborates with Treasurer in leadership duties that include setting strategic direction of the Treasurer’s Division of the Finance Department to achieve the County’s goals and to implement the work plan of the Finance Department.
Operational Planning and Management: Assists with developing and strengthening the structure and systems required for the effective and efficient management of the property tax functions to include:
- Oversees the delegated daily work of the division including, but not limited to: collecting and distributing property taxes; administering abatements, refunds and redemptions; collecting miscellaneous revenue; making bank deposits; releasing deeds of trust; overseeing foreclosures; enforcing personal property taxes; managing the annual tax lien sale; coordinating the annual transfer of certified property tax records; and evaluating accuracy of annual tax roll
- Assists with the development and recommendations for policies and procedures and enforces existing policies and procedures to ensure proper internal controls and efficient processes that emphasize data and procedural integrity, security, compliance, and appropriate financial management.
- Works with Treasurer to build and maintain effective relationships with community members, County staff, vendors, and other stakeholders to discuss and resolve issues/concerns, exchange information, and recommend changes to improve services.
- Keeps abreast of changes in legislation and changes in regulatory requirements and serves with the Treasurer as lead in communications and initiatives resulting from changes.
Cash and Investment Planning and Management: Manages the County’s cash, investments, and other financial duties to include:
- In partnership with the Treasurer, assists with all cash management and banking services for the County.
- In partnership with the Treasurer and CFO, assists with investing all County funds in accordance with the County’s investment policy.
- Assists Treasurer with overseeing the financial duties including, but not limited to: coordinating monthly balancing and reporting of property tax collections and distributions; preparing monthly budget reports and quarterly investment reports; assisting with the annual audit; preparing and monitoring the budget for the division; and leading the County’s investment committee.
Human Resource Management
In partnership with the Treasurer:
- Recruits and hires, coaches, mentors, and develops staff, including overseeing new employee onboarding and providing career development planning and opportunities.
- Helps determine daily and long-term priorities for the team and develops work plans and procedures, fostering a collaborative environment within the team and with other teams across the county.
- Ensures Treasurer and Public Trustee staff/functions are cross-trained and empowers staff to continually take on more responsibility.
- Models performance and behavioral expectations.
- Maintains consistent, timely, transparent, and effective communication via division meetings, one-on-one meetings, email, and regular interpersonal communication.
- Provides technical guidance and expertise to staff and supports the team, as needed, to accomplish results.
Other
- Performs related duties as required to meet the needs of the County
- Bachelor’s degree in Finance, Accounting, Economics or related field from an accredited college or university.
- Minimum of 3 years of financial and investing experience including; 3 years of experience in financial leadership and management.
- Equivalent relevant experience may be considered.
Skills and Abilities
- Strong experience leading, supervising, and motivating a team.
- Strong customer service skills including the ability to listen effectively to customer’s needs and inquiries and make appropriate recommendations to resolve any issues.
- Ability to communicate effectively (both orally and in writing) and communicate complex data in understandable terms to internal and external customers, staff, top management, public groups, and County Commissioners High degree of honesty and integrity.
Preferred Qualifications
- Experience working for a complex public sector/government organization.
- Experience in county Treasury and Public Trustee functions
- Experience in public pensions.
- Experience with Tyler Technology software.
- Excellent presentation skills and the ability to prepare clear and concise reports.
This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
