The Deputy Program Manager (DPM) provides direct support to the iGov Program Manager for the oversight of an Army contract to provide ruggedized and semi-ruggedized laptops in support of the Army's maintenance program, support, training and kitting. The DPM will support the PM in the management of all aspects of contract performance to include responding to customer requirements to deliver hardware, software, and services. A critical responsibility of this job is managing the schedule, (labor, resources, expertise, facilities, and materials) necessary to satisfy the requirements of the program.
This Position is Contingent on Contract Award
Essential Job Duties:
- Support the PM on all matters involving contract execution. Coordinate with other departments on resolution of contractual problems with the customer including Contracts Administration on issues pertaining to contract requirements, changes, and interpretations.
- Plan, organize, direct, and track technical, cost, and schedule for the major program elements. Develop and implement plans and schedules to execute contracts/subcontracts. Allocate and control contract budgets for labor, material, travel, and purchased services.
- Establish milestones that support the overall program. Monitor adherence to the master schedule.
- Identify and manage all technical support risks associated with cost, schedule, and performance.
- Maintain and improve support processes to maximize quality, dependability, and productivity while minimizing costs.
- Implement and support iGov's ISO 9000 policies and procedures.
- Maintain schedules and ensure deliverables are on time and within budget.
- Provide interface, communication, and coordination with internal and external customers on matters pertaining to existing contracts and proposal activities.
- Support all program-related reviews and meetings.
- Identify, assess, monitor, and mitigate risk throughout the program life cycle.
Required Experience:
- At least 5 years of 5 management experience on design and integration support for tactical Command, Control, Communications, and Computers (C4) ACAT I or II level programs, or other C4 programs with a similar level of scope.
- Demonstrated success at managing manpower planning, project reviews, scheduling, and budget control.
- Strong written and verbal communication skills to include excellent customer interface and presentation skills.
- Detail oriented and organized.
- Solid leadership and management skills to include "influence management" and "conflict resolution".
- Experience throughout the program life cycle from development through sustainment.
- Experience implementing cost reduction techniques and ensuring overall performance improvement efforts are identified.
Preferred Experience:
- Direct leadership experience in the last five years managing programs for the US DoD
- Leadership and management experience on C3 programs, including knowledge of the major technology developers, product manufacturers and service providers
- Possess a Project Manager Level II, Project Management Professional (PMP), or equivalent certification
- Experience in ISO processes and requirements
- Proven experience using the principles of program planning (i.e., developing a Bill of Materials and Basis of Estimates).
- Experience with metrics for assessing and reporting program progress, productivity, and variance analysis.
- Experience in finance, contracting, export regulations, engineering, logistics, manufacturing, and supply chain management.
- Successful track record in managing complex aerospace/defense programs as the prime contractor, or a subcontractor, to a domestic or foreign military organization.
- Understanding lean manufacturing and overall process improvement principles (i.e., Lean Six Sigma).
Educational Requirements:
- Bachelor Degree in business or an engineering discipline.
- Relevant industry certifications preferred.
Clearance Statement
Ability to obtain a Secret Clearance required with eligibility for Top Secret. Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
