Deputy General Manager of Traction Electrification Systems - Herzog

TransitAmerica Services, Inc. is currently seeking a Deputy General Manager (DGM) of Traction Electrification Systems (TES) in San Jose, CA to join our team. The DGM of TES will oversee the operation and maintenance responsibilities for the electrified territory being delivered by the Caltrain Modernization (CalMod) Program.
The electrified territory has approximately 50 miles of auto tension Overhead Contact System (OCS) for the two-track railroad from San Francisco to San Jose with ten Traction Power Facilities (TPF) throughout the system.
The pay range for this position is $175,000 – $200,000 yearly.
Duties and Responsibilities:

- DGM of TES will report directly to the Caltrain (TASI) General Manager.
- Coordinate with the DGM of Operations & Planning to hire, develop and refine the dispatchers that remotely control the TES.
- Ensure employee and the public’s safety while on the railroad property.
- Comply with all State and Federal regulations, safety and railroad policies, rules, and procedures.
- Attend joint agency meetings for review and planning of new and ongoing projects.
- Identify, prioritize, and resolve problems that affect TES and rail operations.
- Oversee the daily operations for the TES department, including power isolation, Traction Power Substation and OCS routine maintenance and repair.
- Continually monitor and evaluate Isolation processes to ensure absolute safety and maximum productivity.
- Manage Collective Bargaining agreement and non-agreement department staff.
- Develop standards, policies, and procedures to be used by the TES department and others.
- Oversee all department specific TES training, works with the TES Trainer in the development and implementation of the TES Training Program.
- Direct maintenance actives to ensure a state of good repair for the TES assets.
- Track maintenance issue against manufacturer and installer warranties to identify those that may be compensable.
- Implement a system for tracking assets and developing trend analysis for forecasting impending maintenance needs.
- Respond to TES emergencies impacting the operations.
- Coordinates the allocation of resources to maximin productivity.
- Create and implement short term and long-term department goals.
- Monitor and evaluate employee’s safe working behaviors and productivity.
- Identify and retain outside resource(s) to supplement TES Maintenance Crews in emergency situations.
- Manage TES Work Schedules that incorporate sitewide isolation needs with items identified by the Overhead Line Measurement System (OLMS) and planned monthly, bi-monthly, and yearly TES maintenance requirements.
- Participate in rotational “on-call” emergency duties for weekends and holidays.
- Participate in and manages the TES Department’s 49 CFR 217 program.
- Regular and consistent engagement, participation and promotion of Herzog’s Culture and its essential behaviors are a requirement for this position.
- Regular and predictable attendance and punctuality are a requirement for this position.
- Other duties as assigned.
Qualifications:
- Bachelor’s degree in engineering or a related field AND a minimum of 5 years’ experience with Traction Power or Utility maintenance.
- In lieu of a bachelor’s degree, related experience maybe considered. Experience can include, but not limited to:
- Management of electrical operations or installations of Trolley, Light Rail and/or Commuter Rail.
- Management of operations or installation for critical and/or complex electrical systems/facilities.
- General Code of Operating Rules (GCOR) qualified or the ability to become GCOR qualified within three months.
- Knowledge of safety procedures and practices associated with high voltage.
- Experience with Supervisory Control and Data Acquisition (SCADA) systems and their equipment.
- Experience with collective bargaining agreements
- Experience with maintenance activities associated with TES
- Experience managing and responding to emergencies that occur during 24-7 operation.
- Experience working in the transportation industry, preferably on a Federal Railroad Administration regulated property.

- Successfully complete and maintain any required safety certification and testing on an annual basis.
