The County of Riverside's Purchasing and Fleet Department is seeking innovative and solution-focused candidates for their next Deputy Director of Procurement!
The Deputy Director of Procurement will plan, direct, and oversee department operational activities of the Procurement Division and act as a manager over subordinate level supervisors. Duties will include handling performance evaluations, mentoring, and helping to grow employees in this classification. As the first executive level in Procurement, the incumbent will be responsible for the big picture goals and objectives of the division. In order to ensure these goals and objectives are achieved, they will propose policies and develop programs in order to guide the direction of the division. The Deputy Director will also be responsible for creating measurable metrics for work completed and utilize this data in order to better communicate with stakeholders and develop more effective and efficient ways to deliver the Department's services.
This position will be characterized by its ability to act as an advocate and problem-solver for other County departments as well as for the Procurement Division through cutting the red tape for departments and developing creative solutions to unique Procurement issues. They will also responsible for the development and preparation of a division budget; monitoring expenditures and reviewing internal controls for fiscal purposes.
The Purchasing and Fleet Department is looking for an incumbent who can increase employment engagement, build culture and who is excited to share knowledge as well as coach and mentor staff in order to build bench strength in Procurement. Competitive candidates will be politically savvy, customer service oriented, and analytical. A strong background in governmental procurement processes and operations is highly desired.
The Deputy Director of Procurement reports to an Assistant Director or appropriate department head. This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Director of Procurement and Fleet.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.
Meet the Team!
The Purchasing and Fleet Department's primary function is to provide vehicles, goods and services to other County Departments and agencies within the County of Riverside. Providing a unified purchasing system that ensures integrity and fairness, with centralized responsibility for oversight of solicitation, vendor selection, negotiation, award, contract management, reporting, disposal of surplus property and emergency logistical support for the benefit of Riverside County agencies.
EXAMPLES OF ESSENTIAL DUTIES
• Set directions and policies for procurement; develop creative solutions to problems to assist County departments in navigating the procurement process effectively and efficiently.
• Plan, organize and direct the activities of a major division of Purchasing and Fleet Services through subordinate staff involved in procurement, including facilitation of bid solicitations, and complex contract negotiations.
• Assist in the development and preparation of a division budget; monitor expenditures and review internal controls for fiscal and business operational purposes in accordance with unit/division standard operating procedures and applicable local, state, and federal rules and regulations.
• Review and evaluate funding proposals; ensure program objectives and project deliverables are met.
• Establish work priorities; assist in the development of organizational goals and objectives, and evaluate employee performance; establish employee developmental plans and administer all applicable personnel policies and procedures in accordance with departmental and regulatory requirements.
• Review and develop recommendations on administrative programmatic policy and operational issues and changes; propose policy recommendations to executive management, various boards, commissions, community groups, and Board of Supervisors, as required; research and interpret federal, state, and local legislation and regulations.
• Prepare presentations and/or written reports to apprise the Board of Supervisors, County Executive Officer, and other public officials relative to the status of essential programs and mission critical projects.
• Maintain effective communications with internal/external stakeholders, (e.g., vendors, contractors, County departments and other departmental staff) involved in core business activities within the assigned area of responsibility; analyze, investigate and make recommendations relative to complex, sensitive and controversial matters; prepare and review a variety of correspondence and reports.
• Promote employee engagement, and strengthen citizen participation and community organization involvement in the planning, development, implementation, and evaluation of division programs and projects.
MINIMUM QUALIFICATIONS
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree preferably with major coursework in business or public administration, behavioral science, social science, political science, public policy, marketing, economics, or related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Four years of public agency experience in a management or administrative capacity, which included responsibility for a major program or division and which further included responsibility for directing the activities of subordinate supervisors or for managing policy, planning, program budgeting, staffing, and coordination with other similar management programs. (A master's degree from an accredited college or university in public or business administration, social science, political science, public policy, marketing, economics, or related field to the assignment may substitute for one year of the required experience.)
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree preferably with major coursework in business or public administration, behavioral science, social science, political science, public policy, marketing, economics, or a related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Six years of professional experience in procurement, multi-year and/or multi-departmental contract administration including formal bidding, contract negotiations, and implementation, of which a minimum of two years must have been at a management level with responsibility for supervision of subordinate professional staff. Possession of one of the following certificates may substitute for one year of the required experience: Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) by the Institute for Supply Management (ISM) or possession of either a certificate in purchasing or a certificate in contracting may be substituted for up to one year of the required experience.

Knowledge of: Principles, methods, and practices of purchasing or material management and of government purchasing; county purchasing policies and practices; methods and resources used in researching and analyzing commodities services; competitive bid practices; methods used in evaluating vendor capability and performance; the principles and practices of economic and community development and business management; the principles and procedures involved in establishing and maintaining fiscal and program monitoring systems; the principles and practices of budgeting and managing funds; the principles, methods and techniques of supervision and personnel administration/management; contract administration processes including both legal and technical aspects.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
