Overview
The purpose of the Green Economy Activity is to build the capacity of the Kyrgyz Republic to adapt to and mitigate the effects of climate change in its economy in order to create and develop a “green economy,” or one that is low carbon, resource-efficient, and socially inclusive. The Activity will promote practices that contribute to a robust and resilient economy, reduce greenhouse gas (GHG) emissions in the private and public sectors, increase climate financing, and develop a policy framework to catalyze sustainable and green climate solutions.
The Deputy Chief of Party (DCOP) reports to the Chief of Party (COP). The DCOP is responsible for helping the COP to meet the activity’s technical objectives, manage financial resources, manage program staff, manage partnering agreements, maintain good working relationships with host government officials, private sector, and partners, manage donor reporting and ensure a high quality delivery of services.
Responsibilities
- Assist the COP in all aspects of the activity implementation, including leadership, technical direction, and management oversight for project activities and results.
- Manage day-to-day technical activities, ensuring that results are achieved on schedule and in line with USAID expectations.
- Maintain frequent communication with and be the primary technical contact for government officials, private sector partners, and counterparts.
- Assist the COP in effective, fair, transparent, and accountable implementation of the grants under the contracts program.
- Ensure proper checks and balances in grant administration and oversight to avoid any reputational risks to USAID.
- Oversee the integrity and ethical behavior of staff involved in grant management, selection, and implementation.
- Assist in the preparation of all required USAID reports and deliverables including annual work plans and reports, and all periodic project progress reports; and
- Serve as acting COP when the COP is on leave or away from post
Qualifications
- A master’s degree or equivalent in a relevant field such as economics, international relations,public administration, or environmental studies or a bachelor’s degree with at least 7 years of professional experience;
- Minimum 5 years of progressively responsible work experience in leading international donor-supported programs (implementation, logistics, budgeting, staffing), with those in Central Asia and Eastern Europe is preferred, six years of supervisory is preferred;
- Experience in private sector development, in improving the business enabling environment, innovation promotion in the private sector or promotion of the financial sector in Kyrgyzstan;
- Prior experience in mobilizing private finance, innovations, creative, and IT industries is a plus;
- Demonstrated ability to work in a rapidly evolving environment and shifting local partners, and multiple competing priorities;
- Extensive experience working with host government officials, and private sector representatives, and participating in key counterpart, donor, and coordination meetings;
- Strong managerial, administrative, writing, and Monitoring, Evaluation, and Learning (MEL) skills and experience;
- Fluency speaking, reading, and writing in English and Russian, Kyrgyz language is highly preferred; and
- Demonstrated leadership, versatility, high ethical standards and integrity.
