North Carolina Education Corps (NCEC) is a 501(c)(3) not-for-profit that works to accelerate student learning and strengthen communities. NCEC does this by engaging, equipping, and empowering an untapped local workforce to support teachers and students in data-informed ways, including in schools as high-impact tutors for low-performing K-5 students.
Across the United States, nearly 2 out of every 3 students are not reading proficiently by 4th grade. But there is a solution: research shows that when local community members support students with targeted instructional support, like high-impact tutoring, those students do better in school. Yet schools often struggle to engage and support community members to make the most of their ability to advance student learning. This is where NCEC comes in.
NCEC partners with schools to recruit, train, and support community members (and, sometimes, existing school personnel) as ”corps members.” Corps members receive best-in-practice training, the latest in data-informed and research-based tutoring methodologies, and ongoing coaching from the NCEC team, and work for schools as high-impact tutors to extend the reach of teachers and accelerate student learning.

Job Summary
We seek a talented and motivated Data and Evaluation Manager to join our team to play a vital role in ensuring organizational success. This position will take the lead in developing and facilitating evaluation plans to drive organizational development and improvement. The successful candidate will have familiarity with North Carolina K-12 curriculum standards and assessments and will serve as a liaison between North Carolina Education Corps, external evaluators and school partners. The candidate will also facilitate stakeholder surveys and share evaluation findings in both written and visual formats.
As a highly collaborative position, this individual will work across all departments to ensure strong data management processes and facilitate seamless integration. The ideal candidate will have a strong understanding of the N.C. educational landscape and be effective in building relationships with our external stakeholders. This position reports to the Senior Director and will collaborate with the executive leadership team.

Responsibilities
Evaluation
- Facilitate rigorous evaluation plans in collaboration with internal and external stakeholders to assess program efficacy and impact.
- Coordinate activities with external evaluators to include execution of projects so that deliverables are provided to NCEC promptly within the parameters of any evaluation contracts.
- Schedule and facilitate regular meetings with external evaluators to ensure evaluation processes are proceeding as planned.
- Collaborate with NCEC team to ensure evaluation efforts are seamlessly integrated into organizational development, operations and program implementation.
- Collaborate with executive leadership and external evaluators to develop evaluation questions.
- Collaborate with executive leadership team to communicate evaluation and impact findings to drive organizational development and improvement.
Data Management
- Develop and manage data collection tools, surveys, and instruments to gather high-quality information.
- Liaise with public school units (PSUs) to ensure proper data sharing agreements are in place.
- Facilitate the collection and transfer of PSU data to external evaluators.
- Develop strong relationships with PSU partners to review data processes and the MTSS (multi-tiered system of support) framework utilized by partners.
- Analyze quantitative and qualitative evaluation data and translate findings into clear, concise reports.
- Create visualizations from evaluation data to be used in reports, presentations, and documents to convey impact information in audience-appropriate formats.
Other
- Review and synthesize research on best practices, emerging trends, and data related to high-impact tutoring, student achievement, cradle-to-career initiatives, and related topics.
- Additional duties as assigned to include special projects or pilot support.
Qualifications
Required
- Master's degree in evaluation, data management, education, or related field
- Minimum 3-5 years of experience in managing evaluation, assessment and/or data activities
- Track record of managing complex projects successfully
- Excellent written and verbal communication skills
- Demonstrated ability to present complex information in a clear and compelling manner for various audiences, including executive leadership, nonprofit boards, policymakers, private funders, and other external stakeholders who lack a deep background in evaluation
- Complete and strong understanding of the MTSS framework utilized by schools across North Carolina
- Knowledge of the North Carolina P-12 education landscape to include relevant data sources/assessments, district and school level practices, and both local and state policy contexts
- Demonstrated ability to prioritize multiple tasks, function in a fast-paced and collaborative environment, and work independently in alignment with executive leadership and organizational goals
- Excellent organizational skills, exceptional attention to detail, and a demonstrated commitment to excellence and confidentiality
Preferred
- 6+ years of experience in managing evaluation, assessment and/or data activities
- Experience working with not-for-profits and/or education-affiliated organizations dependent on regular fundraising
Additional Information
This is a hybrid position and requires occasional in-person presence at NCEC's office in Raleigh, N.C for organizational meetings and in-person collaboration. Additional local and state travel may be required. The target start date is on or before July 1, 2024.
Pay and Benefits
The hiring range for this position is $78,763-91,267 per year, depending on experience. The position will receive generous company benefits, including company paid health, dental, vision, life, STD and LTD insurance coverages, Flex Spending Account (FSA), 401k with match, 10 paid holidays, paid sick leave, paid bereavement leave, and 15 days of paid annual leave.
