About the Role
The Sr Project Manager will be responsible for successfully planning, organizing, and motivating diverse project teams throughout all phases of Waterfall, Agile, and Hybrid projects.
- Coordinate vendors and consultants, and business staff as assigned, in the execution of Business & IT projects and related procurements.
- Coordinate and oversee the development of proposals, statement of work, statement of requirements and RFP responses.
- Assist in team development while holding teams accountable for their commitments and removing roadblocks to their work.
- Manage deadlines and push the team to ensure timeliness.
- Facilitate multi-disciplinary teams in the development of plans, goals, objectives, policies, and procedures for completion of a project.
- Oversee and manage execution and/or coordination of day-to-day project activities as required.
- Manage working relationships with key stakeholders, including executive management, business management, vendors, project sponsors, suppliers, and technology management.
- Track and communicate a project's progress from a schedule, cost, and risk perspective to the project team, customers, and project stakeholders.
- Collaborate with external (vendor / Suppliers) and internal technology leads and solution architects to incorporate agency best practices into project plans.
- Drive consistent project delivery through the entire project lifecycle, including execution of procurements, definition of project plans, resource allocation, management of project risks, scope, and schedule, delivery of value, and well-ordered transitions to operations.
- Monitor progress by third-party vendors and define and measure their progress with metrics.
- Develop and maintain project budget, plans, task lists, schedules, risks, and status, to include resource allocation and schedules.
- Adhere to project management practices and governance requirements.
- Facilitate resolution of technical issues.
- Lead and coordinate the scoping, technical requirements gathering, estimating, and planning for single or multiple work-streams.
Skills
- Strong experience in developing, executing, and managing cloud hosted SaaS implementation projects - Required 5 Years
- Strong experience in working with third party suppliers and COTs products - Required 5 Years
- Strong analytical, organizational, problem solving and decision-making skills - Required 5 Years
- Exceptional interpersonal skills for collaborating and team building - Required 5 Years
- Exceptional verbal and written communication skills with the demonstrated ability to simplify and briefly, succinctly communicate complex issues - Required 5 Years
- Exceptional knowledge of both Agile and Waterfall project management principles and practices. In addition, the ability to blend them together - Required 5 Years
- Understands process, recognizing potential issues and consequences of changes during Software Development Lifecycle - Required 5 Years
- Ability to understand technology at the level to help represent project team in multiple forums - Required 5 Years
- Ability to run scrum, kanban or waterfall project management best practices - Required 4 Years
- PMP Certification through PMI OR Qualified under Commonwealth of Virginia Qualification Standards (VITA) Certified PM - Required 5 Years
- Expedience in Healthcare - Desired 3 Years
- Experience with the core Commonwealth IT procurement processes (RFP, VITA Statewide Contract, and CAI SOW) - Desired 3 Years
- Experience with VITAs Commonwealth Technology Portfolio (CTP) system and ECOS process - Desired 3 Years
