MUST:
Active Top Secret / SCI with ability to sit for a suitability POLY
12-15 years overall professional experience
2 4 + years experience recently as a Cost Analyst
2 - 4 + years experienc with DOD
Demonstrates mastery of qualitative and quantitative acquisition and program management analytic methodologies
Demonstrates ability to design comprehensive, new, or unique process improvement enablers to further streamline Agency PPB&E facilitation.
Demonstrates in-depth knowledge of acquisition lifecycle operations, including financial execution concepts, and provides knowledge management across organizational and intra-IC boundaries to clearly articulate key findings.
Demonstrates ability to review analytic program management data for cogent arguments, provide adequate support for conclusions, and routinely tests accuracy of analytic data.
Masters degree in an area related to the labor category from a college or university accredited
DUTIES:
Provides cost/price analysis support with comprehensive knowledge of the full scope of laws, regulations, and policies that affect both the development of IGCEs and the cost/price analysis of proposal submitted for all pre-award contracting activities up to and including contract award.
Perform cost/price analysis on the various elements of major contractor proposals, reviewing in detail the significant direct and indirect cost elements.
Assists in the development of and/or make recommendations for the cost/price objectives to be used in negotiations.
Provide a forecast of price trends economic factors and efficiencies in production for future accounting periods using analytical techniques such as random sampling, cost models, and parametric cost models.
Request, coordinate and integrate into a comprehensive pricing report the various technical evaluations of cost elements.
