The Construction Procurement Subject Matter Expert (SME) provides executive-level guidance and subject matter expertise to accounting and audit teams.
Role and Responsibilities
- Responsible for conducting Procurement Enhanced Review Modules (ERMs) as part of Comprehensive Review or as standalone review activity.
- Reviewing and verifying all procurement preliminary findings of deficiency for reviews conducted by the Contractor.
- Leading or assist with the development of program and training content in alignment with Federal Transit Authority (FTA) policy and guidance.
- Authoring and/or draft reports and technical memoranda; participate in grantee oversight workshops as required.
- Leading or assisting with Special Assignments, Technical Assistance, and Corrective Action Support tasks.
Qualifications, Education, and Skills Requirements
- Bachelor's in finance, accounting, business, or relevant discipline required.
- Minimum 8 years of significant demonstrated professional experience understanding and applying knowledge of federal procurement requirements for grant recipients, subcontract procurement, purchasing, negotiations, cost and price analysis, interpreting terms and conditions of contracts, and contract law.
- Experience with procurement management within public transit.
- Demonstrated professional expertise necessary to interpret, accurately apply, and evaluate grantee compliance with complex federal procurement requirements for grant recipients, including those in FTA circulars.
- Demonstrated strong analytical and training skills and experience.
- Demonstrated ability to identify risks in procurement systems, verify if requirements are complied with, and present solutions to any identified procurement concerns.
- Demonstrated ability to explain complex procurement topics and requirements to non-expert audiences.
- Demonstrated ability to locate root causes of issues, research multiple issues simultaneously, and to write comprehensive, accurate, and concise reports in a timely fashion, as well as give professional oral presentations.
Required work location is within the Pensacola, FL Metropolitan Area. Hybrid work schedule 3 days onsite (Tue, Wed, Thu) and 2 days WFH (Mon, Fri) with potential for occasional travel to client headquarters.
Compensation: DOE. Hourly. Independent Contractor.
This is a part-time position with annual contract hours.
