JOB PURPOSE: This federal grant-funded position manages the City of South Portland’s Community Development program, assists in the oversight of the Bridgton CDBG program, and assists with the administration of the Cumberland County Community Development program.
QUALIFICATIONS:
- Bachelor’s degree in related field. City/Regional planning, Community Development, or Public administration background preferred.
- Or Four (4) year combination of education, training, and/or experience in a professional office, environment, public/governmental sector may be substituted.
- Professional experience with federal regulations related to environmental reviews, Davis Bacon Act, Fair Housing, CDBG and HOME are preferred but not required.
- Ability to communicate and work productively with the public, elected officials, municipal staff, and general contractors.
- Ability to collect and do statistical analysis of data in the area of housing, homelessness, economic development and/or human services, including survey research preferred.
- Works in conjunction with Cumberland County and municipal staff to ensure compliance with HUD and County programmatic requirements and regulations for the Community Development Block Grant (CDBG) and HOME programs, including: income verifications, environmental reviews, grant contracts, beneficiary tracking, and grant expenditures.
- Administers/manages all aspects of City of South Portland’s CDBG program, including the grant application process, staffing the Community Development Advisory Committee, environmental reviews, contracts, monitoring and close-out of subrecipient projects. Works with both city departments and external subrecipient agencies to monitor grant-funded projects and programs.
- Assists in the oversight of Bridgton’s CDBG program, including the grant application process, contract writing, and compliance with federal regulations; including environmental reviews, Davis Bacon, Section 3 and WBE/MBE compliance.
- Works in conjunction with the Community Development Manager to maintain and track grant financial information in the HUD Integrated Disbursement Information System (IDIS).
- Work directly with project managers and general contractors to ensure that all environmental, procurement, construction and wage rate regulations are followed and completed.
- Prepare environmental reviews, income verifications, and loan closing documents for all housing rehab projects. This also includes management of related contractor liens and waivers.
- Assists in the maintenance of electronic and paper filing systems for all projects and programs, including documentation of compliance with grant activities and requirements.
- Assists the Community Development Manager in the preparation of quarterly and annual reports for CDBG and HOME.
- Gathers, compiles, and tracks the receipt of annual CDBG program applications and maintains database of applications and spreadsheets of application review scoring.
- Researches community needs to assist in the preparation of the Cumberland County Community Development Block Grant 5-Year Consolidated Plan, Annual Action Plan, and municipal community development programs in accordance with federal HUD requirements.
- Maintains and updates the Community Development portion of the South Portland website, including posting reports, applications, news items and photos.
- Data analysis and presentation, including creating PowerPoint presentations, maps, charts, surveys and graphs.
- Performs other responsibilities as assigned.
