Job Title: Senior Cloud Architect – Medicaid Modernization Program
Location: 55 Farmington Ave, Hartford, CT 06105 (Hybrid)

JOB OVERVIEW
Our client is seeking a highly experienced Cloud Architect to provide technical leadership for the Medicaid Modernization Project The role will focus on guiding the design, development, implementation, and governance of the System Integration Platform Module and the Enterprise Data Warehouse and Analytics Modules, hosted on AWS and Azure. The Senior Cloud Architect will oversee vendor-led implementations, evaluate technical deliverables and artifacts, and ensure adherence to best practices, security, and compliance standards. Expertise in Service-Oriented Architecture (SOA), Microservices, Enterprise Architecture, and Healthcare IT is essential
Key RESPONSIBILITIES
- Cloud Architecture Design:
- Define and implement a robust cloud architecture strategy for AWS and Azure to support Medicaid modernization goals.
- Develop and maintain reference architectures, architectural guidelines, and technical roadmaps.
- Vendor Oversight & Technical Governance:
- Oversee vendors responsible for implementing the solution, ensuring compliance with technical and contractual requirements.
- Review and recommend approval for technical deliverables, design artifacts, and implementation plans to meet performance, scalability, and compliance goals.
- Monitor vendor adherence to quality standards and project timelines.
- Implementation Oversight:
- Provide hands-on guidance and validation during solution implementation, ensuring alignment with approved designs and technical/code reviews.
- Review and validate how cloud-based infrastructure and applications are deployed, ensuring best practices for DevOps, security, and high availability.
- SOA, Microservices, and Integration:
- Design and implement modular and scalable solutions using SOA and Microservices.
- Define integration strategies using APIs, middleware, and messaging platforms to enable real-time and batch data exchange.
- Enterprise Data Warehouse & Analytics:
- Architect an Enterprise Data Warehouse solution for Medicaid, focusing on scalability, data governance, and advanced analytics.
- Oversee the integration of analytics tools to provide actionable insights and reporting for stakeholders.
- Technical Deliverable Review:
- Assess architectural designs, system/technical documentation, data models, test cases, and implementation artifacts for quality and accuracy.
- Provide recommendations to improve deliverables and ensure project success.
- Healthcare IT Expertise:
- Ensure solutions comply with healthcare-specific regulations, including HIPAA, and CMS standards.
- Leverage expertise in healthcare integration standards like HL7, FHIR, and EDI to guide implementation.
- Collaboration & Stakeholder Engagement:
- Collaborate with the client’s leadership, vendors, and cross-functional teams to ensure technical alignment with business objectives.
- Serve as the primary technical advisor to stakeholders on cloud, data, and integration strategies.
- Performance Monitoring & Optimization:
- Implement and oversee monitoring tools to track system performance, scalability, and availability.
- Optimize cloud resource usage to ensure cost efficiency while maintaining system reliability.
REQUIRED SKILLS AND EXPERIENCE
Qualifications
Required:
- Bachelor’s degree in Computer Science or Engineering.
- 12+ years of experience in cloud architecture, system integration, and enterprise-scale implementations.
- Expertise in AWS and Azure cloud platforms and their native tools.
- Proven track record of overseeing vendor-driven implementations and ensuring successful project delivery.
- Experience in SOA, Microservices, and Enterprise Architecture.
- Strong background in application integration, middleware, and APIs.
- Healthcare IT experience, HIPAA, and healthcare data exchange standards.
- AWS Certified Solutions Architect and Microsoft Certified Professional
- Experience with data governance, master data management (MDM), and AI/ML for healthcare analytics.
- Strong understanding of technical project management and vendor coordination.
Preferred:
- Knowledge of Medicaid Information Technology Architecture (MITA) and healthcare compliance requirements.
