POSITION SUMMARY
The Chief Medical Officer (CMO) is the senior physician executive of Hennepin Healthcare System medical leadership team.
The CMO is responsible for the HHS executive-level physician leaders and oversees clinical quality and related clinical operations. The CMO leads the overall clinical vision for the organization and provides medical oversight, expertise, and leadership to ensure the delivery of safe, affordable quality healthcare services across HHS. The CMO is a key member of the executive leadership team engaged in defining the overall business strategy and direction of the organization. The CMO is a critical voice for clinical quality throughout HHS and serves as the senior quality executive.
The CMO will play a critical role in bringing a physician’s experience and perspective to strategic and operational conversations, while leading evidence-based programs, practices, and activities that lead to a higher quality and safety delivery of care.
The CMO will play a key leadership role in the continued care model transformation to accomplish HHS’s vision as a leading clinically integrated Public Safety Net system that is committed to a patient- centered care delivery that is efficient, timely, effective, equitable, and safe.
Reporting Relationship
The CMO will report to the HHS Chief Executive Officer (CEO). The CMO will serve on the CEO’s executive leadership team.
Principal Accountabilities
- In concert with the HHS Executive Leadership Team (ELT) and Board of Directors, work on the development and implementation of the strategic plans and objectives for maximizing clinical quality and patient safety required for HHS’s ongoing growth and success.
- Provide analysis and recommendations to the executive leadership team and board of directors regarding trends in clinical quality, safety, and costs. Help establish benchmarks and targets. Counsel the leadership team and CEO on matters of clinical policy, strategy, and leadership to achieve overall objectives.
- As a key member and representative of the ELT, foster the kind of collaboration and innovative thinking necessary to promote excellent patient experience and the highest quality care, while leading and contributing to care delivery redesign. Ensure optimal quality, efficiency, and patient satisfaction across the care delivery system.
- The CMO works closely and collaboratively with the Chief Nursing Officer, Chief Chief Financial Officer, and other executive leadership team members to assure that resource allocations for clinical team support are appropriate for high value clinical operations and HHS consistently delivers high quality, timely and well-coordinated patient-centered care.
- Develop and foster strong working relationships and communication at all levels to ensure timely implementation of new strategies and coordinate implementation of corrective strategies to resolve problems or situations that may arise. Problem-solve issues that are barriers to expected results.
- Recruit, select, and retain highly qualified professionals. Provide the leadership necessary to maintain a motivated, productive, and competent team through open communication and delegation of responsibilities and authority. Ensure people are in place to drive business results. Guide and direct team members in their personal and professional development.
- Represent HHS interests on clinical and operational issues to various external constituencies, including but not limited to CMS and other governmental agencies, medical and hospital communities, and various advocacy organizations. Provide leadership in building community partnerships, joint ventures, and new market outreach.
- Be the key clinical liaison between the ELT and the Board with the physician and provider staff. Coordinate administrative functions for provider staff to include leading and successfully achieving results in clinical quality, patient satisfaction, finance (including profitability and growth), safety, and engagement. Monitor and manage provider performance, including productivity, practice efficiency enhancements, clinical quality, patient safety, patient experience, and total cost of care. Hold providers and other caregivers accountable to behavioral and performance expectations and goals.
- Models and implements the organization’s commitment to outstanding patient experience, long-range clinical strategic planning, and innovative program development with a focus on the aim of better patient experience, improved quality of care, lower total cost of care, and physician satisfaction.
- Provide clinical leadership for the ongoing development, implementation, and management of information systems and data analysis for quality and utilization and clinical performance measurement, ensuring the continued high-level offerings of the medical informatics platforms.
- Regularly monitors and reports outcomes, including measures of engagement, professional fulfillment, health, and well-being, return on investment, value on investment, and tracks how they change with the introduction of interventions, and ongoing improvements.
- Provides oversight and participates in healthcare contract negotiations as appropriate to ensure financial performance and quality service delivery.
- Keeps abreast of emerging models in healthcare delivery and identifies and defines new and innovative strategies to achieve business goals and objectives.
- Provides Medical Staff organizational support (credentialing, by-laws, disciplinary process, The Joint Commission). Ensures that the policies and procedures and the care rendered to HHS patients are in accordance with the Medical Staff by-laws, the Medical Staff rules, and The Joint Commission licensing requirements and relevant professional standards.
EXPERIENCE AND QUALIFICATIONS

- The CMO will be a visible, approachable, strong, and transparent communicator with advanced interpersonal skills essential to handle sensitive issues and programs with tact and diplomacy in dealing with administration, Board of Directors, chairs, chiefs, department heads and administrators, and other medical staff personnel as well as regulatory agency personnel and management from local corporations.
Education and Licensure
- The successful candidate will have an MD or DO degree from an accredited college of medicine, along with accredited residency training and ABMS board certification in the chosen field of specialty and possess an active license to practice medicine in the state of Minnesota or can obtain a Minnesota medical license.
- The additional credential of a Master’s degree in Business, Healthcare Administration, or a related field is highly preferred.
- Academic standing, overseeing medical education and research, is ideal.
Experience
- The desired candidate will possess a minimum of 10 years of progressively greater experience in clinical settings to understand healthcare delivery, medical policies, and procedures sufficiently to organize, develop, and coordinate medical functions across HHS. This includes three to five years of clinical management or physician leadership capacity in an academic practice, academic medical center, hospital and/or integrated healthcare delivery system is required.
- The preferred physician leader will be able to demonstrate a successful track record of establishing and cultivating relationships with physicians and nurses in a dyad partnership, as well as hospital and medical group leadership, and system administration, in a fully integrated environment with proven results in developing clinical programs around care management, population health management, evidence-based care, and high quality/cost effective care.
- The desired candidate will have a minimum of five years of experience in clinical practice.
- Demonstrated ability to effectively operationalize a strategic vision and implement both short- and long-term plans to effectively manage transformation within an evolving health system.
- Demonstrated ability to lead and implement quality improvement initiatives and medical staff quality initiatives.
- Demonstrated leadership capacity to assume direct accountability for patient safety in a complex, integrated delivery network, and the ability to lead and motivate people to achieve agreed-upon results.
- Ability to envision, create, and execute new models and methodologies for clinical redesign/transformation.
- Possesses an understanding of managed care models and demonstrates proven success in practicing medicine within a competitive landscape.
- Recognized as a highly credible leader and diplomat with experience cultivating trusting relationships among staff, colleagues, and executive leadership members, while working collaboratively with hospital/medical group leadership and system administration to develop contemporary clinical programs around care management, population health, evidence-based care, and high quality/cost effective healthcare.
- A high degree of familiarity with medical staff organization, credentialing, bylaws, rules, and regulations. Must have thorough understanding of current developments and trends in healthcare management, physician and advanced practice provider integration, and areas of defined accountability.
