SUMMARY OF THE ROLE
The Startup Manager is responsible for representing the Owner's CSU team during the start-up and initial operation of the Rio Grande LNG project up to Substantial Completion of each LNG Train. The CSU activities will be performed and are the responsibility of the EPC contractor (Bechtel). The Startup Manager will work closely with EPC Contractor's CSU Team and Owner's Operations and Maintenance (O&M) Teams to ensure these activities are performed in accordance with the approved Project Specifications and procedures, as well as in accordance with industry's best practices and National/Local standards. The Project's CSU team will utilize a One Team approach and will be integrated with members from both the Client's and EPC Contractor's CSU team.
RESPONSIBILITIES
- Collaborate with EPC Contractor's Operations Supervisors and Startup Process Safety Manager (PSM) on all startup related activities to ensure activities are performed in a safe and reliable manner and in accordance with Project approved procedures.
- Assist EPC Contractor in any and all startup related matters to ensure Owner's assurance and verification are obtained to ensure a seamless handover process and transition into Owner's O&M Teams.
- Collaborate and assist Owner's Project Management teams with the various Owner managed interface projects (i.e. feed gas, electrical supply, telecommunications etc.) for all startup related activities.
- Act as the primary interface between Owner's O&M Teams and EPC Contractor's Operations team, which includes EPC Contractor's Operations Supervisors and Owner's seconded operations and maintenance personnel.
- Develop, implement and maintain the CSU Bridging Plan to ensure that all HSSE and CSU related systems and/or processes are effectively bridged at each Train's Substantial Completion (SC).
- Collaborate with Owner's O&M Teams to develop strategies and solutions for setting up Owner's operations management systems to ensure a seamless transition from EPC Contractor to Owner's O&M Teams.
- Collaborate with Owner's & EPC Contractor's Project Controls team to track and accurately report the startup schedule and progress.
- Ensures Project's standard operating procedures, manuals, method statements, etc. are accurate and properly followed.
- Maintain and contribute to a safe work environment by adhering to policies and procedures as outlined in both the Project's and Client's Safety Program. The candidate will be a champion of the safety program(s) and will create incentives to encourage safe work habits.
- Actively involved and facilitates the Client's review of all Ready for Feed Gas In (RFFGI), Ready for Start-up (RFSU), Ready to Load First Cargo (RLFC), and Substantial Completion (SC) Turnover Packages.
- Collaborate with EPC Contractor's CSU Team and Owner's O&M Teams to develop an LNG Production Plan that reflects EPC Contractor's startup schedule, identifies the volumes to be produced, and supports Owner's LNG Transportation team's ability to schedule LNG cargoes for lifting LNG within a timeframe that support their Production Plan.
- Collaborate with both Owner's O&M Team(s) and EPC Contractor to ensure a robust Feed Gas Nomination and Hydrocarbon Accounting plan is develop and implemented in time to support startup activities.
- Participate in walkdowns and identify punch list items at various stages in the construction and commissioning phases.
- Collaborate with both Owner's O&M Team(s) and EPC Contractor to develop and then implement a robust Pre-Startup Safety Review (PSSR) plan that satisfies all regulatory, HSSE, commercial, and statutory requirements.
- Collaborate with both Owner's O&M Team(s) and EPC Contractor to develop and then implement a robust Simultaneous Operations (SIMOPS) plan that satisfies all regulatory, HSSE, commercial, and statutory requirements.
- Work with Owner's O&M Teams to facilitate any corrective work that is EPC Contractor's responsibility post-Substantial Completion.
REQUIREMENTS
- 10+ years experience in a similar role at owners/operators or EPC contractors.
- 5+ years experience during execution phase on a LNG liquefaction project.
- Bachelors degree in a related discipline or significant experience in the commissioning and start up of LNG facilities.
- Strong knowledge & expansive experience in LNG Liquefaction equipment and preferably with APCI Technology.
- Good knowledge of testing requirements for completion of construction and commissioning/startup of I&C Equipment, ICSS Systems, Electrical Equipment, Cryogenic Equipment, Expanders, Hydraulic Turbines, Compressors, Waste Heat Recovery Units (WHRU), Thermal Oxidizers Process Pumps and Fans (including VFD units), and static equipment such as Heat Exchangers and Vessels.
- Knowledge & experience of general testing, commissioning, start-up, operation & turnover practices.
- Knowledge & experience with FERC requirements for LNG Plant installation and testing activities.
- Experience in representing the Client's CSU team for Lump Sum, Turn-Key Projects.
- Strong knowledge of process mechanical and electrical isolations to perform activities safely.
- Knowledge & experience in PTW, JHA/JSA, LOTO and other HSE and control of work-related procedures & practices.
- Leadership skills with the ability to lead multiple people from various backgrounds.
- Computer skills including experience with 3D Models, MS Excel, MS Word, Completions database/tracking in the execution of work assignments.
- Extensive knowledge and experience in working with reporting tools and reviewing schedules.
- Apply knowledge of industry and regulatory standards, and design criteria pertinent to mechanical equipment such as OSHA, ASME, ANSI, API, ASTM, NFPA, and National/Local U.S. standards to review and approve test plans and procedures.
- Ability to deliver through influence rather than authority.
- Successfully completed pre-commissioning, commissioning, and startup assignments on at least 3-5 project(s).
- Broad knowledge of industry and regulatory standards and facilities operations criteria pertinent to the activities supervised.
- Ability to make day-to-day decisions that positively impact the CSU group's performance and makes recommendations to the CSU Manger regarding policies and procedures.
REFERRED REQUIREMENTS:
- Knowledge of and experience in using Bechtel's SWPPs and STCPs to govern work activities is preferred.
- Prior experience with Bechtel CSU processes and procedures is strongly preferred, but not required. In addition, the candidate will have substantial experience in leading pre-commissioning, commissioning and startup activities on one or more large scale project(s).
