About the Job
The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:
- General Salary Increase - 3.5% effective December 22, 2024.
- Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
- Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.
- Annual Leave - 208 hours per year, increasing to 288 hours after 5 years of service.
- Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours in the preceding twelve months.
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, and additional 2% non-elective contribution will be made to the 401(k) plan.
- Health Plans - You are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans. For plan year 2024 tier one for employee only is $502 per pay period, tier two for employee plus one is $730 per pay period, and tier three for employee plus family is $905 per pay period.
- Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
- Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as CalPERS.
- Holidays - 12 paid days per year which includes a scheduled floating holiday.
Ventura County is a "general law" county, governed by a five-member, elected–by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, as well as to advise, assist and act as an agent for the Board of Supervisors in all matters under the Board's jurisdiction.
The County Executive Office
The CEO's Office is a critical component of the County organization and the Chief Financial Officer (CFO) supports the CEO by providing advice and counsel on financial matters of countywide impact and policy in relation to the County's approximately $3 billion budget and AAA credit rating. The Office is responsible for the recommendation and/or implementation of Board Policies, the preparation and administration of the County budget, management of capital projects, the recruitment and retention of a high-caliber workforce and the negotiation and administration of contracts. The Office also has extensive interactions with local cities and other public jurisdictions within the County, representatives of the state and federal governments, as well as community-based organizations. In conducting business, the Office strives to provide high quality services in a fiscally prudent manner, while consistently fostering a culture of collaboration among agencies to better integrate and coordinate services, and actively promoting diversity, equity, and inclusion to reflect and engage the community.
The Position
Under direction (Management Analyst II) or general direction (Program Management Analyst) of the County Chief Financial Officer, the CEO Budget and Capital Projects Analyst will lead a variety of County capital projects. In addition, the position will provide oversight and analysis of an assigned departmental budget and monitor and evaluate compliance with Board of Supervisors adopted policies in one or more agency areas. The position resides in the CEO’s Budget and Finance team.
The Ideal Candidate
The CEO’s Office is seeking a poised, professional, and seasoned individual with a background in capital project management, budgeting, policy analysis, and grant writing and management. The ideal candidate will be an excellent communicator to various audiences, including elected officials and County leadership. The ideal candidate must have a positive attitude, strong interpersonal skills, work effectively in a team and a fast- paced environment, show initiative and adapt well to change; be organized, and detail oriented. PAYROLL TITLES AND APPROXIMATE SALARIES:
Management Analyst II: $110,916.36 - $155,298.12 Annually
Program Management Analyst: $126,617.68 - $177,282.13 Annually
NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

The positions of Management Analyst II and Program Management Analyst are Management classifications and are not eligible for overtime compensation.
