Reports to: Superintendent
Primary Function: Administers and supervises the districts business functions including, but not limited to, budget preparation, district accounting, local, state and federal reporting, purchasing and payroll in accordance with established policies and procedures and is responsible for the oversight of the Food Service, Technology and Operations Departments.

Essential Duties and Responsibilities:

Financial Planning
- Prepare and present the annual school district budget in accordance with required local, state, and federal requirements and practices;
- Effectively communicate and update the Superintendent and School Board on all short and long-term financial matters affecting the school district;
- Ensures all budgetary controls and records are properly maintained;
- Manage all areas of debt service
Business Administration
- Oversight of all business office functions, including the General, Capital, Scholarship and Student Activity Funds.
- Recommends all financial policies to the school board.
- Oversight of financial internal controls.
- Oversight for all district accounting functions including account transfers, debt service, cash management, taxes, investments, student accounts, and payroll.
- Oversight of food service, technology and operations/facilities initiatives and programs.
- Administers purchasing and bidding functions in accordance with state laws and board policy.
- Supervises and evaluates assigned staff.
- Oversee insurance and risk management programs.
- Maintain banking relationships.
- Assists in all labor negotiations.
- Serve as School Board Secretary in accordance with the Public School Code.
- Review and sign required contracts, purchase orders, and other documents for the school district.
- Oversee the preparation and safeguarding of official school board minutes, proceedings, official seal, and required financial records.
- Act as Right to Know Officer.
- Attends required meetings including day, evening, and other times.
Non-Essential Functions:
- Performs other reasonably related duties in equal or lower classifications as assigned.
Minimum Qualifications: Related experiences in the public or private sector with PA public school district experience preferred. B.S. degree in Accounting or a related field is required. MBA/CPA preferred. Possess the ability to perform the essential functions of the position with or without reasonable accommodations.
Work Environment:
- Employee works primarily in a climate controlled environment except when traveling to other buildings, meetings, training locations and other areas.
- The position is classified as sedentary in nature as defined by the U.S. Department of Labor. Sedentary work is defined as exerting up to ten pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for intermittent periods of time; typically required to bend at the waist, reach overhead and below the waist level on an occasional basis, and to reach at shoulder level on a regular basis.
- Routinely uses one or both hands for simple grasping and fine manipulation necessary for writing, accessing files and supplies, and operating office equipment. A variety of general office equipment including telephone and copy machine is frequently used.
- Visual acuity to read correspondence, computer screen with auditory acuity to be able to use telephone, interview job candidates, conduct site meetings.
- The ability to perform documentation and paperwork, and process written information is also required and the ability to speak clearly and distinctly to communicate with staff and colleagues over the telephone and face-to-face.
- Functions at a high level and must possess the judgment, confidentiality and maturity required for making decisions that affect the finances of the district. The nature of the job requires dealing with sensitive and confidential information as well as broad-based information.
- May be required to work with frequent interruptions, under stressful conditions when dealing with difficult and to work as a team.
