DutiesAJG-L is responsible for providing ATO Service Units with labor relations guidance and technical subject matter expertise in labor issues. The Aviation Technical Systems Manager serves as the Director for Technical Labor and Employee Development. In this capacity, the Director applies in-depth technical knowledge of National Airspace System (NAS) equipment, procedures, and systems to provide advice and guidance to Air Traffic Organization (ATO) executives and senior leadership on a broad range of labor issues related to facility operations. Manages a large staff consisting of senior interdisciplinary technical teams who provide technical advice to field facility managers on complex operational issues and procedures that require extensive negotiations with national labor organizations. The Director provides national leadership and technical guidance to the field on crucial litigation issues, this work is critical to the safety of the NAS and the flying public.The Director applies a detailed knowledge of the technical aspects of the NAS equipment, systems, operations, and procedures to direct the work. Possesses knowledge of the ATO operations and procedures to participate in negotiations. Resolves complex bargaining unit issues. The Director manages facility operations to provide national guidance to headquarters and ATO field locations on developing and implementing FAA negotiation agreements and associated administration policies or key litigation issues. Collaborates to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments for AJG.Applies program/project management principles to organize programs and activities in accordance with the mission and goals of the organization. Plans and monitors progress to make sure that milestones are being met across the various projects and programs. Oversees the management of ATO employees' development and organizational effectiveness initiatives to meet the critical development needs of the ATO operational and support workforce. Provides integrated policy, automated systems, tools, and processes, and guidance to support non-technical training and development. Plans, designs, and implements leadership development and succession management. Supports programs for the ATO as directed by corporate FAA.Applies detailed knowledge of administrative functions to accomplish objectives. Formulates positions and facilitates the recruitment, selection, and hiring of specialists and managers to reach ATO goals. Establishes and oversees financial, business and planning activities for innovative complex negotiations involving facility operations, procedures and equipment. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for projects and programs.The Director assigns tasks and responsibilities to subordinate supervisors and employees in more than one organizational unit/program/project, which includes strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Influences hiring decisions, recommends pay increases, and is the delegated authority to take conclusive personnel actions involving subordinates. Promotes the FAA’s Equal Employment Opportunity and Diversity Programs.Contacts are routinely internal and external to Management Services. The Director is the ATO representative on all national labor negotiations and contract administration. May represent the AJG, ATO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes. QualificationsTo qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-K, FG/GS-15 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.Specialized Experience is defined as:-Experience applying project or program management principles to organize programs and activities in accordance with the mission and goals of the organizationAND-Experience establishing and overseeing financial, business and planning activities for facility operations, procedures and equipment negotiations.You should include relevant examples of the specialized experience in your work history.
